THE OPPORTUNITY
The City of Moreno Valley is seeking a Public Information Officer to lead the City's communications, public relations, and government affairs efforts by developing and managing a comprehensive communications program, serving as the City's spokesperson, preparing public information materials, coordinating City-wide messaging, and advancing the City's legislative priorities. Working under the Media & Communications Division Manager, this role represents the City with government agencies and officials, analyzes and monitors legislation, builds strong relationships with community leaders, and provides leadership to staff while performing high-level analytical work that significantly impacts City operations.

OUR IDEAL CANDIDATE
The ideal candidate is a strategic, highly skilled communicator with strong writing, editing, and proofreading abilities, professional experience managing social media channels, and a deep understanding of effective social media strategies. This individual brings solid knowledge of marketing and public affairs principles, excels at building and sustaining relationships with intergovernmental partners, and demonstrates exceptional networking skills that strengthen the City's regional presence. They are adept at developing legislative platforms, tracking and reporting on State and Federal legislation, and translating complex policy issues into clear and compelling messaging for diverse audiences. With strong judgment, adaptability, and professionalism, the ideal candidate confidently manages multiple priorities, engages effectively with elected officials, legislators, community groups, and the public, and represents Moreno Valley with credibility and initiative. High-level writing skills and fluency in both English and Spanish are highly preferred qualifications for this role.
MINIMUM AND DESIRABLE QUALIFICATIONS
A bachelor's degree in public or business administration, communications, public relations or a closely related field; OR, equivalent related work experience;AND
At least five (5) years of progressively responsible professional experience performing public information, public relations, or related field, or equivalent administrative or practical experience which would demonstrate exposure to and utilization of required skills, knowledge and abilities in performing job related duties and responsibilities.
Experience working in or closely with governmental agencies is preferred.
Native-level Spanish bilingual skills are highly preferred for this position.

ABOUT THE MEDIA AND COMMUNICATIONS DIVISION
The Media & Communications Division serves as the City's full-service creative team and oversees Moreno Valley's award-winning and Emmy Award-nominated Government Access television channel, MV3. The Media & Communications Division also functions as the Citys media relations/public information office. In addition, this Division monitors state-issued cable television/video service franchise agreements and manages content on the Citys public website and social media sites.
THE SELECTION PROCESS
Applicants possessing the MOST DESIRABLE qualifications at each level, based on a screening of required application materials, including the completed Supplemental Questionnaire, will be invited to continue in the selection process. Recruitment Process: Human Resources (HR) reviews all application materials to determine whether candidates meet the established minimum and preferred qualifications after the position closes. Application Screening

Video Appraisal Interview
Applicants may complete a self-guided video interview by recording responses to a series of structured questions. These questions are designed to assess each candidates qualifications and suitability for the position. There is no live interviewer or proctor; candidates will record their answers independently and submit the videos for evaluation.
Technical Interview:
Selected applicants will be invited to participate in a structured technical interview designed to evaluate job-related knowledge, problem-solving abilities, and proficiency in key competencies required for the position. Candidates will respond to a series of standardized questions, and their performance will be assessed using predetermined evaluation criteria to ensure a fair and consistent appraisal process.
Based on the Departments needs, the selection procedures listed above may be modified. All candidates will be notified of any changes in the selection procedure.
Eligible List: Once the appraisal is complete, HR will establish an eligible list of candidates. Candidates placed on the eligible list may be referred to a selection interview to be considered for present and future vacancies.
