Job Summary
This position is located in the District of Columbia (DC) Fire and Emergency Medical Services Department (FEMS), Office of the Chief of Staff, Media and Community Relations Division. The mission of the District of Columbia Fire and Emergency Medical Services Department is to preserve life and promote health and safety through excellent pre-hospital treatment and transportation, fire prevention, fire suppression, rescue activities and homeland security awareness.
Duties and Responsibilities
Provides expertise and guidance during the development of departmental policies, programs, and decisions, to ensure that effective communication strategies are incorporated into the Agency's operations across all functional areas. Coordinates media coverage of departmental activities and arranges for interviews with the Director and/or other appropriate agency staff. Develops and utilizes a variety of communication modalities to inform, involve and engage employees in the Department''s mission, values, and programs. Develops compelling and persuasive material such as brochures, issue papers, presentations, testimony, articles, web content, audiovisuals, and newsletters to inform, educate and motivate key decision-makers and the public to understand and support the Department''s mission, programs, and policies.
Establishes and maintains good public relations; stays attuned to public attitudes regarding the Department''s image and services; provides the news media with information; responds to requests for information on the mission, programs, and policies; and ensures that the agency presents a strong and positive identity to the public. Plans, directs, and executes a public information program to inform the general and specialized publics about the agency''s programs, activities, services, and initiatives. Collaborates with senior leadership to develop strategic communication plans, scopes, and objectives that support the implementation of long and short- range communication efforts of the Department.
Qualifications and Education
Candidates must have Specialized experience that equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower grade in the normal line of progression.

Working Condition/Environment
Work is typically performed in an office setting; however, the incumbent may spend considerable time in the field responding to fires and other emergencies.

Collective Bargaining Unit: This position is not covered under the collective bargaining agreement.
Tour of Duty: Monday - Friday 8:30am - 4:30pm. This job requires working outside of regular office hours and may require response to incidents in the middle of the night.

Position Designation: Position Designation: This position has been designated as Security-Sensitive. Pursuant to Chapter 4 of the D.C. Personnel Regulations; in addition to the general suitability screening, individuals applying for or occupying security-sensitive positions are subject to the following checks and tests: Criminal background check, Traffic record check, and Consumer credit check (as applicable), Reasonable suspicion drug and alcohol test, and post-accident or incident drug and alcohol test. As a condition of employment and will be subject to periodic criminal background checks for the duration of your tenure.
Residency Preference: Applicants claiming "Residency Preference" will be required to maintain residency in the District of Columbia for a minimum of seven (7) years. Failure to do so may result in forfeiture of employment.
If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
