DESCRIPTION:

The primary focus of this leadership position is to collaborate and provide strategic planning and operational leadership for the Office of Education in the Unorganized Territory and serves as the Unorganized Territory's Superintendent of Schools. This position formulates and directs the implementation of education policy of the Department of Education related to elementary and secondary education in Maine's Unorganized Territory ensuring programs are in alignment with the Commissioner's policy agenda. The Superintendent of Schools is responsible for the comprehensive coordination and alignment of policies, programs and initiatives of the Office of Education in the Unorganized Territory. In collaboration with the Commissioner and the senior leadership team, this position provides leadership in strategic planning and in clearly articulating the mission and priorities of the Office of Education in the Unorganized Territory necessary for the effective and efficient operations of multiple programs and schools of the office.

KNOWLEDGE, SKILLS & ABILITIES:
  • Knowledge of policy positions and educational initiatives of the Department and the Governor.
  • Knowledge of student populations served by the Department, their educational needs, policies and services that successfully support these students.
  • Knowledge of standards based educational systems.
  • Knowledge of current teaming research and exemplary educational practices.
  • Knowledge of quality and systems change strategies, concepts, principles, practices, tools, and measures.
  • Knowledge of management and leadership theory, principles, and practices.
  • Knowledge of labor relations and human resource policies, rules, and laws.
  • Knowledge of the legislative process and of current and emerging state and federal legislation, rules and regulations impacting education.
  • Knowledge of exemplary curriculum, learner-centered instruction, assessment, developmental education, and experiential learning and understanding of the relationships among these areas and to the diversity of learners in any student body,
  • Knowledge of Learning Results, the process of developing and implementing these standards and the associated state and local assessment system.
  • Knowledge and understanding of the principles adopted by the Department.
  • Ability to develop and implement policies to enhance Department operations and services including the delivery of services.
  • Ability to develop and direct quality improvement, research, evaluation, and planning systems.
  • Ability to represent the Commissioner of Education's policy agenda.
  • Ability to establish and maintain effective working relationships.
  • Ability to establish and maintain a high-quality workforce.

MINIMUM QUALIFICATIONS:
  • BA/BS Education or related
  • 5+ years as a Superintendent
  • Current (010) Education Certification

Preferences:
  • Masters preferred.
  • Direct experience with Maine school operations including resource management.
