Overview

The City of Gresham is seeking qualified applicants to fill a Public Utility Worker 2 vacancy in the Transportation Division of the Department of Environmental Services. This position will work in a team environment outdoors in various weather conditions to perform labor intensive activities to maintain and repair the City's transportation infrastructure. The Transportation Operations crew is overseen by a Transportation Superintendent and consists of 3 Public Works Field Operations Supervisors, 2 Public Utility Worker Seniors, and 19 Public Utility Worker 2's.

Position Description

What you will get to do:

Repair and maintain roadways, bridges and rights-of-way

• Install, maintain, seal, and repair roadways, sidewalks, and bridges.
• Assist in removing damaged road areas for excavation.
• Prepare streets for overlays and slurry seals.
• Patch, fill potholes, pave and sweep.
• Fabricate and install street signs, barricades, traffic control devices and pavement markings.
• Paint traffic markings, dividers, and parking spaces.
• Maintain City lots and rights-of-way to include removal of debris and garbage.
• Mow, spray, pull weeds, and trim vegetation.
• Collect and maintain data of street signs, traffic control devices, pavement markings, and others.
• Control traffic for emergencies and daily tasks.

Repair and maintain signs, markings and rights-of-way:

• Fabricate, install and assure proper placement of street signs, barricades, traffic control devices, and pavement markings.
• Paint traffic markings, dividers, bridges, and parking spaces.
• Maintain City lots and rights-of-way and remove debris and garbage.
• Mow, spray, pull weeks and trim vegetation.
• Operate light to heavy equipment, bucket truck, and commercial vehicles.

Perform concrete construction

• Excavate, form, pour, and finish concrete sidewalks, driveways and ADA (Americans with Disabilities Act) ramps.
• Collect and maintain data associated with concrete projects throughout the City of Gresham.

Operate a variety of vehicles, trailers, equipment and tools

• Backhoes, Excavators, Loaders, Dump trucks, Light-Duty trucks, Bucket trucks, Sweepers, Pavers, Rollers, Welders, Compressors, Mowers, and a wide variety of other hand and power tools.

Perform winter operations

• Operate light-duty trucks to 10 yard dump trucks with trailers, plows, sanders, and/or de-icers.
• Collect and maintain data.
• May include working nights.

Provide service to the public

• Respond to and resolve inquiries and complaints regarding transportation related public works matters and service requests.
• Provide information within scope of knowledge or refers to other, more experienced transportation crew members.

Work schedule/environment:

• The work schedule will be four 10-hour days per week, Tuesday through Friday, 6:00 AM to 4:30 PM. Schedules may be adjusted based on City needs and operational requirements. The schedule for the first week of work will be Monday through Thursday, 6:00 AM to 4:30 PM, for training purposes.

Qualifications

Knowledge of:

• Practices, principles, procedures, regulations, standards, and techniques as they relate to public works operations, construction, repair, and maintenance.
• Traffic systems, traffic signs and traffic markings.
• Safety methods and practices used in public works operations, equipment operation, pesticide application, and the use of hand and power tools.
• Techniques for providing a high level of customer service to the public and City staff.
• Communication principles, practices, and techniques.
• Modern office practices and methods, computer equipment, and software applications.

Ability to:

• Exercise discretion in confidential and sensitive matters.
• Interpret, apply, and enforce compliance with applicable policies, procedures, laws, and regulations.
• Understand and interpret technical manuals, work orders, specifications, blueprints, and other technical materials.
• Operate hand tools, power tools, and light to heavy equipment.
• Work in environments requiring the use of a respirator.
• Establish and maintain effective working relationships with all internal and external contacts.
• Operate office equipment and technology tools including personal computers, laptop computers and printers, and presentation equipment.
• Communicate effectively verbally and in writing; present information, proposals, and recommendations clearly and persuasively.
• Conduct work far off the ground in tall heights using a bucket truck.
• Physically perform the essential job functions.

Minimum Qualifications:

• High school diploma or GED.
• Valid drivers license.
• Good driving record (based on our driving matrix below).
• 18 years of age or older.
• One year of related work experience which includes construction, landscaping, and concrete installation.
• Must possess the physical ability to perform the essential functions of the job with or without reasonable accommodation.

Required certifications and licenses:

• CPR/AED and First Aid certification is required within twelve (12) months of hire.
• Occupational Safety and Health Administration (OSHA) Confined Space certification is required within twelve (12) months of hire.
• Occupational Safety and Health Administration (OSHA) Competent Person certification is required within twelve (12) months of hire.
• Oregon Department of Transportation (ODOT) Flagger certification is required within twelve (12) months of hire.
• Oregon or Washington Commercial Driver License (CDL) Class A with Air Brakes and Tanker endorsements is required within six (6) months of hire.

Preferred Qualifications:

• Preference will be given to those with ADA ramp experience.

Driving Matrix

• You will be disqualified from this process if you possess any of the following driving infractions:

• A major traffic offense or accident that results in death or major injury.

• Driving under the influence (DUI) offense within the last 5 years.

• Have more than 3 moving violations within a 3-year period or more than 2 within a one- year period.

• Have more than 2 accidents within a 3-year period.
