JOB SUMMARY
This position is responsible for planning, directing and overseeing the projects, services, personnel, and resources of the Public Works Department (Street and Lane and Water/Sewer). Work involves establishing department work plans, goals and objectives; providing direction and guidance to subordinate staff; overseeing the allocation of department budgets and resources; monitoring department operations; and evaluating department performance. This position reports to the City Manager.
MAJOR DUTIES
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
- Plans, coordinates, and directs staff and resources toward the execution of public works projects.
- Supervises street, water and sewer, and wastewater departments.
- Directs and supervises department personnel.
- Prepares department budgets and monitors finances.
- Plans, organizes, and implements public work projects.
- Evaluates and plans for public works needs; develops and updates comprehensive City public works plans including the Water and Sewer Plan and Capital Improvement Program.
- Responds to requests for information, requests for service, and complaints and resolves problems.
- Approves all department purchases.
- Prepares and submits monthly reports.
- Performs related duties.
- KNOWLEDGE REQUIRED BY THE POSITION
- Knowledge of the methods, materials and equipment utilized in engineering, construction, maintenance and repair of roads and pipes.
- Knowledge of water and wastewater operations.
- Knowledge of standard accounting procedures.
- Knowledge of the operation of heavy construction equipment.
- Knowledge of related local and state laws, procedures and policies.
- Knowledge of safety laws and requirements.
- Knowledge of computers and job-related software programs.
- Skill in mathematical analysis and critical thinking used in engineering.
- Skill in the preparation of clear and precise administrative reports.
- Skill in oral and written communication.
- Skill in interpersonal relations.
SUPERVISORY CONTROLS
The City Manager assigns work in terms of very general instructions. The supervisor spot-checks completed work for compliance with procedures and the nature and propriety of the results.
GUIDELINES
Guidelines include City and department policies, procedures, and safety standards, EPD regulations, ISO, and related federal, state, and local laws. These guidelines require judgment, selection, and interpretation in application. This position develops department guidelines.
COMPLEXITY/SCOPE OF WORK
- The work consists of varied supervisory and construction duties. The need to coordinate operations of multiple departments contributes to the complexity of the position.
- The purpose of this position is to coordinate the delivery of public works construction and maintenance services. Success in this position ensures safe and serviceable roadways and clean water for the City of Metter.
CONTACTS
- Contacts are typically with co-workers, other City employees and agencies, contractors and vendors, and members of the general public.
- Contacts are typically to provide services, to give or exchange information, to resolve problems or to motivate or influence people.
PHYSICAL DEMANDS/ WORK ENVIRONMENT
- The work is typically performed while intermittently sitting, standing or stooping. The employee occasionally lifts light objects, climbs ladders, distinguishes between shades of color, and utilizes sense of smell.
- The work is typically performed in an office or warehouse and exposes the employee to dirt, dust, grease, machinery with moving parts, the outdoors and occasional inclement weather. Work requires the use of protective devices such as masks, goggles, gloves, etc.
SUPERVISORY AND MANAGEMENT RESPONSIBILITY
This position has direct supervision over Public Works Supervisor, Mechanic, Administrative Assistant-Inventory Clerk.
MINIMUM QUALIFICATIONS
- Knowledge and level of competency commonly associated with the completion of a baccalaureate degree in a course of study related to the occupational field.
- Experience sufficient to thoroughly understand the diverse objectives and functions of the subunits in the division/department to direct and coordinate work within the division/department, usually interpreted to require three to five years of related experience.
- · Possession of or ability to readily obtain a valid driver's license issued by the State of Georgia for the type of vehicle or equipment operated.
- Minimum of six years previous public works experience including at least two years utilities.
- Completed a 90-hour Public Works Management certification program.
