Summary:

Working under the direction of the City Manager, this position performs highly responsible management and administrative work to ensure successful operations of the City's Public Works Department including Utilities, Solid Waste, Stormwater, Streets, and Fleet Maintenance. This position serves in a senior leadership role, requiring considerable independent judgement and discretion.

Essential Duties and Responsibilities:

Responsible for all Public Works Department operations and facilities including Utilities, Solid Waste, Stormwater, Streets, and Fleet Maintenance.

Ensures that the City's infrastructure is maintained through appropriate planning and evaluation of City resources and facilities; develops long-term staffing and facility plans to support projected service needs.

Prepares and administers annual operational and capital improvement plan budgets for all Public Works divisions.

Oversees appropriate projects to ensure successful completion within identified timeline and financial parameters. Coordinates with engineering and other city departments, secures outside consultants as needed, and manages all aspects of project construction.

Maintains compliance with all federal, state, and local regulatory requirements pertaining to Public Works.

Addresses and resolves complex resident inquiries regarding public works services and issues while providing exceptional customer service and support.

Prepare and present agenda items for the City Commission and advisory boards.

Develop and foster relationships with community organizations, residents, businesses, and government agencies.

Attend various board meetings and act as liaison between the City and outside government and quasi-government organizations.

Proactively coordinate with other jurisdictions on state and county projects conducted within City limits to ensure proper planning, communication, and execution.

Responsible for compiling professional recommendations and reports on a variety of public works matters as needed.

Oversee emergency preparedness efforts for all Public Works functions and coordinate disaster response plans, including debris removal services. Act as Emergency Operations Center liaison as needed before, during, and after a natural disaster.

Promotes positive customer service environment internally and externally.

Attends professional conferences, seminars, and workshops in order to maintain and enhance professional and technical knowledge.

Meets attendance requirements.

Performs other job-related functions as assigned.

Supervisory Responsibilities:

Manages subordinate supervisors who oversee the daily operation and personnel of all Public Works divisions. Responsible for the overall direction, coordination, and evaluation of the department. Directly supervises Public Works Administration personnel.

Education and/or Experience:

Bachelor's degree in Engineering with a Master's degree in Engineering, Public Administration or a closely related field; supplemented by extensive and progressively responsible experience (7 - 10 years) in all phases of municipal public works; or an equivalent combination of training and experience, with a minimum of a Bachelor's Degree.

Possession of a valid Florida drivers' license.

Knowledge and understanding of Engineering principles and practices specific to the delivery of municipal public works services.

Knowledge of the principles and practices of public administration.

Knowledge of applicable regulatory rules and regulations, the ability to interact with outside governmental and regulatory agencies, and the ability to stay current with changing regulations.

Ability to communicate complex ideas, information and data in an effective, clear, and concise manner both verbally and in writing.

Ability to establish effective relationships with employees, elected officials, and the general public.

Skill in dealing tactfully and effectively with citizens in a wide variety of situations.

Proficient in Microsoft Office products with knowledge or ability to learn computer software necessary for department functions.

Ability to perform well under potentially stressful events such as hurricanes and severe weather.
