Description / Position Overview

Public Works Division Manager, Operations & Maintenance

The Public Works Division Manager, Operations & Maintenance, leads critical Public Works programs and serves as a key advisor to the Public Works Director and City Engineer on complex, high-impact departmental initiatives. The position oversees cross-divisional coordination, including Street Maintenance Programs, City Forestry, Code Enforcement, Camp and Right of Way Cleanup, Drainage Maintenance, oversite of the 2C Pavement Program, and construction inspection.

This role will direct staff, manage budgets, guide policy development, and represent the department to other agencies, elected officials, and the community. The role also drives process improvement, project oversight, and stakeholder engagement to support safe, effective public infrastructure and high-quality service delivery.

This position is subject to budget required furloughs to be implemented in the 2026 calendar year.

As a Public Works Division Manager, Operations & Maintenance, you will:

  • Assume management responsibility for assigned initiatives, programs, and projects, ensuring coordination with Federal, State, and local agencies on shared concerns.
  • Manage the safe operation of public infrastructure, including capital expenditures and ongoing maintenance activities.
  • Develop and implement goals, objectives, policies, and priorities for assigned programs.
  • Monitor and evaluate service delivery methods and procedures, recommending appropriate staffing levels and managing consultant contracts as needed.
  • Plan, direct, and review staff work plans by assigning activities, evaluating work products, and resolving operational challenges.
  • Develop and standardize procedures to improve and monitor program efficiency, workload, and administrative systems.
  • Select, train, motivate, and evaluate personnel while addressing performance and disciplinary issues.
  • Ensure adherence to operating procedures, guidelines, standard plans, and specifications while meeting regulatory, financial, and legal requirements.
  • Provide technical advice on design alternatives, environmental considerations, utility coordination, construction management, and public processes.
  • Coordinate special projects, manage public involvement programs, and present project information to City Administration and City Council.

Minimum Qualifications

  • Bachelor's degree from an accredited college or university with major coursework in Business Administration, Public Administration, Construction Management, or a related area of study.
  • Seven years of full-time professional experience in public/private infrastructure maintenance or a related field
  • Two years of administrator and/or supervisory experience.
