Purchasing Agent – Finance Department
Pay Range: $27.28–$29.50/hour
Anticipated Starting Rate: $27.28–$29.50/hour DOQ
The City of O'Fallon is seeking a detailed, organized, and customer‑focused Purchasing Agent to join our Finance Department. This position plays a critical role in supporting City operations by coordinating procurement processes, maintaining accurate purchasing records, and ensuring compliance with City, state, and federal guidelines.
Position Overview
The Purchasing Agent performs technical and administrative duties related to the procurement of goods and services for the City. This includes preparing and coordinating bid requests, managing surplus property disposal, maintaining procurement documentation, and supporting office center operations. The ideal candidate is highly organized, attentive to detail, and skilled at working collaboratively with departments, vendors, and the public.
Key Responsibilities
• Prepare and coordinate bid requests for goods and services
• Manage advertisement, addenda, bid openings, and filing of bid documents
• Maintain bid opening documents on the City website
• Review and approve purchase requisitions and purchase change orders
• Coordinate disposal of City surplus property
• Maintain procurement records including bid documents, vehicle titles, and maintenance files
• Administer the City's bidder listing
• Maintain City credit card records and file annual U.S. Communities rebate application
• Oversee office center operations including supply inventory, mail, invoicing, postage, and copy jobs
• Complete required training
• Perform other related duties as needed
Knowledge & Skills Required
• Knowledge of City purchasing processes and surplus property disposal procedures
• Knowledge of state and federal procurement guidelines
• Knowledge of computers and job‑related software programs
• Skill in analyzing problems and developing effective solutions
• Skill in preparing accurate and clear financial reports
• Strong oral and written communication skills
Minimum Qualifications
• Associate degree in a related field
• One to three years of experience in procurement, purchasing, or a related role
• Valid Missouri driver's license or ability to obtain one
• Ability to be bonded
