The Arizona Department of Corrections, Rehabilitation & Reentry (ADCRR) is seeking to fill the Purchasing Manager position. This position plans and directs a complex agency purchasing program. Assists in developing policies and procedures, and the budget plan for the Arizona Correctional Industries (ACI). Including tracking commodity markets for raw materials, risk-management claims monitoring, and overseeing procurement operations.

| Job Duties: |
- Coordinates purchasing functions of ACI, such as Requests for Purchase and Notifications of Purchase/Contracts
- Administers contracts and verbal and written bids in accordance with State Procurement Rules and Regulations
- Manages work activities of purchasing staff and inmates to comply with Arizona Revised Statutes (ARS), ADCRR policies, and purchasing rules and regulations
- Maintains vendor relations to keep abreast of commodities markets and services to keep up the competitive pace
- Approves all requisitions in the ACI ERP system and generates PO’s/places orders for purchases
- Drives on State business
- Performs other duties appropriate to the assignment
| Knowledge, Skills & Abilities (KSAs): |
Knowledge of:
- Procurement principles of sourcing, bidding, contract terms, supplier evaluation, and cost analysis
- Supply chain management through logistics, lead times, inventory impacts, and demand forecasting
- Contract law basics by understanding terms, compliance, and risk
- Financial analysis of pricing models, total cost of ownership, and budgeting
- Market research through vendor markets, commodity trends, and competitive pricing
- ERP and procurement systems such as SAP, Oracle, Epicor, or APP
Skill in:
- Negotiation, securing favorable pricing, terms, and service levels
- Vendor management through onboarding, performance tracking, and relationship building
- Data analysis through interpreting spend data, KPIs, and cost‑saving opportunities
- Project management, coordinating purchasing initiatives and cross-departmental needs
- Communicates clearly in writing and verbally with vendors and internal teams
- Problem‑solving, resolving supply issues, delays, or quality concerns
Ability to:
- Lift/carry approximately 15 lbs.
- Push/pull approximately 20 lbs.
- Walk/run approximately .5 miles
- Make strategic purchasing decisions, balancing cost, quality, and operational impact
- Analyze complex procurement data by identifying trends and opportunities
- Lead and develop staff of supervising buyers or procurement specialists
- Manage multiple priorities by handling urgent requests and long‑term contracts simultaneously
- Ensure compliance by adhering to policies, regulations, and audit standards
- Build strong vendor partnerships through fostering reliability and long‑term value
| Selective Preference(s): |
- Bachelor’s degree in Business or courses in Business Administration, Business Law, Accounting or Marketing; on-the-job training in the purchasing field; Certified Professional Public Buyer (CPPB), Certified Public Procurement Officer (CPPO) and/or Certified Property Manager (CPM) certifications; at least six (6) years of on-the-job supervision experience or 40+ hours of training courses in supervision; at least five (5) years of work experience in a manufacturing company; or training in State of Arizona Risk Management procedures
- Epicor and/or Global Shop Solutions experience

Employment is contingent on the selected applicant passing a background investigation and a drug test.

Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
In an effort to maintain a safe environment, all employees are required to take a Tuberculosis (TB) test during their New Employee Orientation and every year thereafter.

Positions in this classification participate in the Arizona State Retirement System (ASRS). Enrollment eligibility will become effective after 27 weeks of employment.
