Salary Placement: New employees will start at the minimum hourly rate in the classification salary range. However, employees who have verified prior years of service of similar occupational experience may receive experience credit towards salary step placement.

SUMMARY STATEMENT:

Under the general supervision of the department manager, the Purchasing Technician Specialist's main responsibilities are to administer the procurement card program, generate and process purchase orders by mans of online computer systems, assist purchasing system users, assist in the formal bid process, and assist in monitoring the contract management system. This position will provide regular updates to the department manager.

ESSENTIAL FUNCTIONS:

  • Communicate effectively with staff, vendors, public entities, and organizations in person, by telephone, via e-mail, and in writing.
  • Operate the computer, including data-entry, E-mail, Microsoft Word and Excel applications, Google G-Suite applications, and Fiscal software and procurement card software.
  • Assist in writing and coordinating procedures for the District''s purchasing manual.
  • Keep current on District purchasing policies and procedures and WA State regulations.
  • Assist and advise staff on purchasing procedures. Act as a resource person for the District.
  • Keep current on the District''s purchasing fiscal software system and assist department staff with problems or changes that occur
  • Setup purchase order groups for new fiscal year on an annual basis.
  • Complete purchase order adjustments as requested.
  • Provide training and technical assistance to District staff on District purchasing functions such as purchase order entry, procurement processes, and contracts.
  • Administer the procurement card program for the District, which includes ordering procurement cards, closing cardholder accounts, and training for use of cards.
  • Prepare supply and equipment cost estimates and comparisons, and provide the cycle and other cost analysis reports.
  • Prepare and coordinate annual purchasing calendars which include, board submittal schedules, blanket PO schedules, etc.
  • Provide direction for placement of board resolutions for purchase order approval, bid and proposal awards, surplus resolutions, and documents for approval at Board of Directors meetings, including writing resolutions and preparing backup documents and then following up with departments after resolutions are approved by the Board.
  • Prepare credit applications for manager approval. Submit applications to creditors and notify locations when the credit has been approved.
  • Monitor contracts inbox, print cover sheets and backup documents, and route for management review. Notify locations when review has been completed and communicate next steps.
  • Act as a resource for the District's Facilities and Maintenance Departments for reviewing and scheduling Small Works Quotes. Print documents from J2 website and monitor site for changes to documents and dates. Advise staff of scheduled openings and provide direction to staff regarding documents that are delivered to the District. Open all small works quotes. Scan copies of documents and e-mail them to specific project managers.
  • Assist in coordinating bid and proposal process for the District. Schedule dates, review, and prepare documents as needed, including advertisements and summaries for approval by the Board of Directors. Work with District staff and vendors throughout the process to ensure compliance with District guidelines and state RCW's.
  • Prepare quarterly reports on Federal P-Card spending to monitor debarment compliance.

OTHER RESPONSIBILITIES:

  • Travel from location to location in order to train employees in Purchasing procedures.
  • Perform other related duties as assigned.

TOOLS AND EQUIPMENT NECESSARY:

Computer/Laptop, telephone, typewriter, printer, 10-key calculator, copy machines, FAX machine, and all other tools and equipment necessary to perform the essential functions as listed above.

MINIMUM QUALIFICATIONS:

(Testing may be required.)

  • Typing/keyboarding of 50 wpm.
  • Must possess knowledge of purchasing principles, plus a minimum of two years of experience, or training in purchasing process, using a computerized system.
  • Demonstrated ability to perform on the computer, using Windows environment and related applications.
  • Must be able to understand both oral and written communication and carry out directions as specified.
  • Demonstrated ability to operate the office equipment as listed in the tools and equipment area above.
  • Demonstrated ability to perform tasks accurately and in accordance with established guidelines.
  • Must possess a good math aptitude.
  • Demonstrated organizational skills and a commitment to follow through.
  • Demonstrated ability to work under conditions of constant interruption and perform under deadline pressure.
  • Demonstrated ability to problem solve, analyze, and resolve purchasing related issues.
  • Ability to travel from location to location in order to train staff on purchasing procedures.
