Tessera is seeking a Quality Control/Assistant Operations Manager to join our growing team! The Robins AFB QC Manager/Assistant Operations Manager is responsible for the management and direction in coordinating all data and operational administrative systems for Quality, Safety, and ISO at Robins AFB, GA. Acts as Quality Control Inspector to ensure all contract requirements are being met. As Assistant Operations Manager, provides training and development for the group personnel, and serves at the #2 leader on site and directly supports overall operations, has clear authority over personnel and site execution. Assumes full operational responsibility in the absence of the Operations Manager, reinforces and supports the chain of command and leadership culture. Typical duties include but are not limited to: Assist the Site Manager in leading daily operations to ensure contract performance, customer satisfaction, safety, quality, and financial objectives are consistently achieved. Establish, maintain, and continuously improve the site's Safety and Health Program, ensuring compliance with OSHA regulations, customer requirements, company policies, and applicable federal, state, and local laws while fostering a proactive safety culture. Lead the administration of the Quality Control Program by conducting daily, weekly, and monthly inspections, analyzing performance metrics, identifying opportunities for improvement, and ensuring contractual quality standards are consistently met. Oversee the site's Key Control Program by maintaining secure access procedures, ensuring accountability for keys and assets, and verifying compliance with customer security requirements. Coordinate environmental compliance initiatives by managing the Environmental Protection Program, promoting sustainable practices, and ensuring adherence to environmental regulations and contractual obligations. Plan, coordinate, and deliver comprehensive training programs that support employee onboarding, regulatory compliance, technical proficiency, leadership development, and continuous learning. Direct the site's Physical Security Program by maintaining facility security procedures, safeguarding personnel and assets, and ensuring compliance with customer and organizational security requirements. Manage the Fire Prevention and Emergency Preparedness Program by coordinating inspections, emergency response planning, employee training, and emergency drills to maintain a safe and compliant work environment. Maintain the site's ISO 9001 Quality Management System by ensuring documented processes are followed, performance is monitored, and continuous improvement initiatives are successfully implemented. Plan and conduct internal ISO 9001 audits, document findings, facilitate corrective and preventive actions, and partner with leadership to strengthen quality management processes. Supervise, mentor, and develop administrative staff and maintenance technicians by providing coaching, assigning work priorities, monitoring performance, and supporting professional growth. Collaborate with the Site Manager to support workforce planning, employee engagement, operational planning, performance management, and cross-functional communication to achieve organizational goals. Build and maintain strong working relationships with customers, government representatives, vendors, and internal stakeholders by delivering responsive service, effective communication, and operational excellence. Demonstrate professionalism, integrity, and sound judgment in all interactions while serving as a positive leader and representative of the organization. Understands contract requirements, as they apply to your team, and oversee the day-to-day management. Briefs customers and resolves issues as needed. Leverages team and established BI solutions to drive superior performance results, e.g., capacity, on-time completion, backlog, quality, and customer ratings. Designs and implements change successfully. Able to explain the “why” to employees in language that is relevant to them. Develops, implements, and rigorously enforces a comprehensive Quality Management System (QMS) tailored to the specific requirements of the government contract. Possess full authority and responsibility for assuring all contract performance objectives, information requirements, and standards are consistently met or exceeded. Establishes and maintains a direct reporting line to a senior corporate official, ensuring independent quality oversight and decision-making, separate from the Project Manager. Maintains a consistent on-site presence during the Government's regular working hours to actively monitor and manage quality operations. Available and able to return to the contract site within two (2) hours of a Government request made outside of regular working hours. Leads the identification, documentation, and implementation of corrective and preventive actions (CAPAs) to address quality issues. Conduct regular quality audits, inspections, and reviews to identify potential risks, non-conformances, and areas for improvement. Prepares, maintains, and submits all required quality-related documentation, reports, and certifications to both internal stakeholders and the Government client. Drives initiatives for continuous improvement within the QMS and overall contract performance. All Other Duties as Assigned.
