Quality Control Manager

To qualify for a federal-facing QCM role, candidates typically need a combination of specialized certifications and formal training:

  • USACE/NAVFAC CQM Certification: You must hold a current Construction Quality Control Management (CQM) certification from the U.S. Army Corps of Engineers or NAVFAC.
  • Education & Experience: A 4-year degree in Engineering, Architecture, or Construction Management with at least 2 years of field experience is standard. Alternatively, 5+ years of dedicated QCM experience on multi-million dollar federal or military installation projects is accepted.
  • Safety Training: Must possess OSHA 30 (or OSHA 40) and EM 385-1-1 compliance certifications.
  • Security Clearance: Due to their work with agencies like the Department of Defense, the Pentagon, and the White House, candidates must be US citizens capable of passing rigorous federal background checks and obtaining security clearances.

= Daily Responsibilities & Technical Expectations

The QCM does not just inspect work at the end; they embed quality throughout the lifecycle. Daily routines generally entail:

  • The Three-Phase Control System: Implementing the mandatory USACE structure: Preparatory phase (reviewing specs/submittals), Initial phase (checking first-work protocols), and Follow-up phase (daily inspections).
  • Reporting & Software: Producing definitive daily quality control reports, managing non-conformance logs, and using federal tracking systems like RMS/QCS software.
  • Subcontractor Enforcement: Directly coordinating with site superintendents and managing multiple subcontractors simultaneously to ensure absolute compliance with contract specifications.
