Job Title: Quality Control Manager

Job Description

Oversee the Quality Control program for federal and military construction projects, ensuring the development, implementation, and maintenance of project Quality Control Plans.

Responsibilities

  • Develop, implement, and maintain project Quality Control Plans.
  • Manage submittal registers, testing logs, inspection reports, deficiency logs, and rework tracking.
  • Conduct and lead Preparatory, Initial, and Follow-Up inspections as part of the Three Phases of Control process.
  • Coordinate testing, inspections, and quality documentation with project teams, subcontractors, and government representatives.
  • Manage project closeout documentation, as-built records, warranties, and turnover packages.
  • Utilize RMS, ECMS, NAVFAC, and/or USACE quality management systems as required.
  • Ensure all work complies with contract documents, project specifications, and government quality standards.
  • Lead QC meetings and provide quality-related project reporting.
  • Work collaboratively with Project Managers, Superintendents, Owners, and Government personnel.

Essential Skills

  • 2-5 years of Quality Control experience preferred.
  • Experience supporting NAVFAC, USACE, DoD, or other federal construction projects highly preferred.
  • Bachelor"s Degree in Construction Management, Engineering, Architecture, or related field preferred.
  • Strong written communication and documentation skills required.
  • Experience maintaining Quality Control Plans, testing logs, submittal registers, and project closeout documentation.
  • Experience with RMS and/or ECMS strongly preferred.
  • Military construction experience highly preferred.

Additional Skills & Qualifications

  • Quality control expertise, OSHA 30, QCM, Construction Quality Control (CQC) Management on federal/military construction projects.
  • Veteran, Seabee, or Army Corps/Combat Engineer background considered a plus.
  • OSHA 30, EM-385 40-Hour, Competent Person Certifications, and Hazwoper training are preferred but not required.

Work Environment

Project schedules vary, generally following either a 4/10 or 5/8 schedule with typical work hours starting between 5:30 AM and 7:00 AM. Most initial projects will be located throughout Southern California, including San Diego County, where per diem or mileage reimbursement may not apply for local assignments. For projects outside San Diego County, employees may be eligible for per diem in accordance with applicable project requirements and GSA guidelines. Potential project locations include China Lake, 29 Palms, Yuma, El Centro, Los Angeles, Travis AFB, and other military installations. The client is open to candidates outside California, particularly those experienced in federal construction who regularly travel from project to project. This is a Contract to Hire position based out of San Diego, CA.

Pay and Benefits

The pay range for this position is $45.00 - $55.00/hr.
