Position Summary

We are seeking a Quality Control Specialist to support quality assurance, compliance, and program monitoring activities related to the Housing Choice Voucher (HCV) program. This position will conduct file reviews, monitor program performance, support HUD reporting, and ensure compliance with applicable regulations, policies, and procedures.

Key Responsibilities

• Conduct quality control file reviews and other quality assurance activities.
• Monitor SEMAP indicators and identify areas for improvement.
• Track and report performance metrics and make recommendations to improve program performance.
• Maintain knowledge of HCV program regulations, federal guidance, and PHA policies and procedures.
• Utilize systems including HUD PIC/EIV, Quadel software, rent reasonableness systems, Microsoft Office, and Excel.
• Review and confirm corrections in applicable systems.
• Assist with accurate and timely HUD PIC reporting and system maintenance.
• Support independent program reviews and audits.
• Provide feedback to management and corporate personnel regarding quality issues and observations.
• Assist with developing training materials, procedures, and job aids as needed.
• May process HCV transactions including new admissions, reexaminations, portability, and moves.
• Perform other duties as assigned.

Qualifications

• Two years of college, business or technical school from an accredited institution, or equivalent relevant experience.
• Experience in quality assurance, quality control, auditing, compliance, or a related area preferred.
• Knowledge of Housing Choice Voucher (HCV) program requirements, policies, and procedures strongly preferred.
• Strong computer skills, including proficiency with Microsoft Office and Excel.
• Excellent organizational, analytical, and mathematical skills.
• Strong written and verbal communication skills.
• Ability to work effectively with tenants, property owners, internal staff, and other external contacts.
• Ability to maintain accurate records, complete reports, and work with computerized systems.
• Ability to work effectively in a high-volume, deadline-driven environment.
• Professional proficiency in English required.
• Spanish or Creole proficiency is a plus.
• Must obtain required certifications within specified timeframes.

Preferred Background

Candidates with experience in HCV, HUD, PHA operations, SEMAP, quality control, compliance, auditing, housing administration, or program monitoring are encouraged to apply.
