    General Job Information

    INTRODUCTION

    This position is located in the Office of the Chief Medical Examiner (OCME), Office of Quality Control and Records Management. OCME investigates all deaths in the District of Columbia that occur as the result of violence (injury), as well as those that occur unexpectedly, without medical attention, in custody or pose a threat to public health.

    The purpose of this position is to provide advice and guidance to managers and employees regarding the Quality Assurance and Quality Control (QA/QC) Program protocols and standards. The incumbent is responsible for conducting in depth studies and investigations to analyze and resolve critical programmatic problems and/or issues. In addition, ensures the agency's policies and procedures are in compliance with accreditation standards.

    Duties and Responsibilities

    The Quality Control Specialist is responsible for accreditation strategy, planning, execution, coordination, and maintenance of the agency's QA/QC program based on the agency's annual Quality Management Program. Resolves QA/QC issues between all agency's programs, divisions, and units and establishes measures and standards that safeguard the integrity of the agency when interacting with vendors or other governmental entities. Manages the National and International Accreditation Programs to ensure the agency's policies and procedures comply with the accreditation standards. In conjunction with supervisor, develops, updates, revises, and manages agency-wide policies and procedures related to quality assurance and quality control.

    The incumbent coordinates all activities in support of the QA/QC program, as well as safety programs to ensure activities are properly designed and expeditiously implemented in a manner that will provide reliable support for those objectives that are responsive to the agency's mission and goals. Serves as an expert advisor for agency-wide compliance with national and/or industry accreditation standards within all operational and programmatic areas, to include death investigation, toxicology, and administration divisions. Provides technical expertise to agency personnel as it pertains to quality improvement issues and guidelines for all operational and programmatic components to meet and best serve the agency''s goals and mission. Works with agency managers and other District agencies on issues that impact the agency's Quality Management Program, which includes planning and scheduling annual QA/QC audits to ensure operating procedures conform with national and international standard.

    Qualifications and Education

    Specialized Experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.

    Membership in the American Academy of Forensic Sciences (AAFS) is preferred.

    Working Conditions/Environment

    The work is performed in office and meeting room settings.

    Other Significant Factors

    Tour of Duty: This position requires rotating shifts; the agency operates 24 hours a day, 7 days a week. Flexibility in scheduling is a requirement of the incumbent so that weekends, holidays, and overnight shifts can be covered as needed.

    Collective Bargaining Unit: This position is not covered by a Collective Bargaining Unit.

    Essential Designation: This position is designated as essential pursuant to DPM Chapter 12 and will be required to report to work and remain in the event of inclement weather, a declared emergency or government closing.

    Position Designation: The incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations Suitability - Security Sensitive. This job is classified as "security sensitive" due to the position's duties and responsibilities. Security sensitive positions are positions of special trust that may be reasonably expected to affect the access to or control of activities, systems, or resources that are subject to misappropriation, malicious mischief, damage, or loss or impairment of control of communication.

    Residency Preference: When claiming residency preference, you are required, and must agree in writing, to maintain bona fide District residency for a period of seven (7) consecutive years from the effective date of employment. You will be required to present documents (proofs) to show District residency and failure to maintain bona-fide District residency for the seven-year (7-year) period will result in forfeiture of employment.
