Kitsap Mental Health Services (KMHS) is seeking a Quality Specialist to support agency-wide quality improvement through clinical review, data analysis, and collaboration with multidisciplinary teams. In this role, you will evaluate clinical and operational practices, identify opportunities for improvement, and help ensure services meet regulatory requirements and best-practice standards. You will work closely with clinical programs, operations, and leadership to strengthen outcomes for clients and staff while advancing recovery-oriented, patient-centered care. Primary Responsibilities:

• Conduct clinical and operational reviews across agency programs to ensure compliance with regulatory standards and best practices.

• Evaluate care delivery methods and collaborate with clinical and operational teams to improve recovery-oriented, patient-centered services.

• Track and analyze program-level outcomes to identify trends, strengths, and areas for improvement.

• Review clinical documentation for quality, accuracy, and alignment with agency guidelines; collaborate with programs to obtain clarification or additional information as needed.

• Provide recommendations to support staff development, improve client care, and streamline agency processes.

• Facilitate education, training, and technical assistance to support quality improvement initiatives in collaboration with Quality leadership and the Training Department.

• Assist in developing training curriculum to promote consistent service delivery and documentation practices across programs.

• Support initiatives addressing gaps in care, health disparities, incident trends, and client complaints.

• Develop and refine workflows, documentation standards, and clinical processes to support timely, high-quality care.

• Collaborate with multidisciplinary teams to prepare for and participate in clinical audits, including DOH, BHASO, state contract, MCO, fidelity, and internal audits.

• Update internal review processes to align with regulatory changes, corrective action plans, and continuous quality improvement efforts.

• Provide operational support to clinical teams to assist with monitoring, tracking, and improving client care.

• Produce routine reports (weekly, monthly, quarterly) related to engagement, clinical response, discharges, and other quality indicators.

• Support Managed Care Organization requests, including HEDIS, by identifying required documentation and coordinating with Records staff.

• Maintain current knowledge of behavioral health treatment standards, regulatory requirements, and confidentiality expectations.

Minimum Qualifications:

EDUCATION: Bachelor's degree in social work, psychology, nursing, or other behavioral health or human services field.

LICENSURE: Registered Agency Affiliated Counselor

EXPERIENCE: Experienced (minimum 2 years of job-related experience) Minimum of 2 years of direct clinical experience in psychiatric, behavioral health, or related treatment.

Preferred Qualifications:

EXPERIENCE: Experienced (minimum 4 years of job-related experience) Experience in patient assessment, family motivation, treatment planning and communication with external review organizations or comparable entities.

Performance Requirements:

KNOWLEDGE:

Electronic Medical Record navigation.

Familiarity with behavioral health (including Substance Use Disorder) care standards, interventions, and levels of care. Working knowledge of legal statues and quality improvement strategies that govern clinical skills, clinical documentation, and agency operations.

SKILLS:

Skill in establishing and maintaining effective working relationships with other employees, clients, organizations, and the public.

  2. Computer skills Ability to operate a personal computer, fax machine, printer, and copier proficiently. Computer proficiency and technical aptitude with the ability to utilize Microsoft Office applications including Excel spreadsheets.

Mental/Physical Requirements:

While performing the duties of the job, the employee is required to stand, sit, use hands and fingers, reach with hands and arms, ascend and descend stairs, talk or listen and lift up to 50 pounds. Peripheral vision is also required for this position. Frequent mobility and/or sitting required for extended periods.
