Description

The Program Administrator, RAD will be responsible for leading the agency's planning and implementation of the Rental Assistance Demonstration (RAD) program. The RAD Program Manager will assess the agency's existing public housing portfolio and work closely with existing private development partners to successfully restructure and transition properties to the more stable HCV/Section 8 funding platform available under RAD. Ensures that the agency's RAD program processes are well defined and structured with a coordinated approach from assessment through application, financing, construction and final conversion.

Essential Duties + Responsibilities

The position duties and responsibilities listed below describe the general nature and scope of work. Other responsibilities, duties, and skills may be required and assigned, as needed. These essential functions require a consistent presence in the work environment on a regular basis, and regular attendance must be maintained.

  • Collaborates with various internal divisions on RAD issues to ensure a coordinated approach that is in compliance with HUD RAD regulations and MTW authority. This includes but is not limited to Asset Management, Investments and Capital Markets, Construction Project and Program Management, Legal, Compliance, and Finance.

  • Work collaboratively with private owners of RAD-eligible properties to promote and assess potential projects. Pursue applications as determined and manage such projects through the conversion / refinance /construction process.

  • Identify properties best suited for RAD through the review and analysis of financials, physical conditions, and overall performance.

  • Prepares initial applications in accordance with RAD guidelines for selected properties and submits amendments or extension requests as needed.

  • Collaborates with the underwriting team and private owners/developers to prepare financing plans, development budgets (sources and uses), and operating proformas that comply with HUDs program guidelines and lender requirements.

  • Collaborates with the Compliance team to prepare and distribute required notices (GIN and RIN) related to relocation in a timely manner; conduct resident meetings in accordance with RAD guidelines.

  • Serves as the agency's contact person for all questions from HUD about RAD applications. Provides weekly updates to senior management.

  • Presents RAD projects to the various internal committees and the Board of Commissioners for approval.

  • After issuance of CHAP, it manages the conversion process, including the timely submission of documents required under RAD. Serve as the development manager to ensure successful conversion, working with the Oversight Project Manager in Construction, Program, and Project Management throughout construction.

  • Coordinate with the RAD Construction Oversight Project Manager for construction updates throughout the Construction Process.

  • Facilitates regular meetings and calls with the internal RAD team and private owners to manage the RAD pipeline and ensure projects are moving through the RAD process smoothly, identifying potential problems and developing corrective action plans to keep projects on track as needed.

  • Stay abreast of national RAD policies, program changes, and legislation and assess the impact of changes on current RAD projects.

  • Conduct high-level meetings and maintain ongoing communication with federal reviewers at HUD Local Office, HUD Headquarters, Special Applications Center, Office of Public Housing Investments (OPHI), Fair Housing Equal Opportunity (FHEO), and HUDs Counsel, to ensure timely reviews and approval of submitted HUD applications and documentation.

  • Manage meetings with residents, stakeholders, community organizations, and the public to review the RAD Program, redevelopment initiatives, and proposed projects.

  • Provide briefings on the RAD Program to residents, the public, and others as necessary.

  • Draft and issue flyers, information notices, and other resident information required by RAD regulations.

  • Complete all duties as assigned or requested as outlined in operational and procedural guidelines. These guidelines are maintained and issued in the event of an emergency situation that arises at a property or any other location that serves our residents or employees.

  • Participate in Trauma Informed Care (TIC) initiatives, including training, workgroups, and project assignments, that are launched or implemented in order to achieve and/or maintain certification as a TIC organization.

  • Complete all duties as assigned or requested as outlined in operational and procedural guidelines. These guidelines are maintained and issued in the event of an emergency situation that arises at a property or any other location that serves our residents or employees.

  • Participate in Trauma Informed Care (TIC) initiatives, including training, workgroups, project assignments, etc., that are launched or implemented in order to achieve and/or maintain certification as a TIC organization.

Typical Qualifications

Education

Required

  • Bachelor's Degree from an accredited four-year college or university in Public Policy or Business Administration, or a related field.

Experience

Required

  • Five (5) years of experience in management of high-profile and complex development projects.

  • Five (5) years of experience in Familiarity/experience in working with development funding sources; Housing Finance Corporation, Surtax, Home Loan Bank, etc., and project financing.

  • Two (2) years of experience managing complex government RAD programs or initiatives.

  • Must have the ability to learn and use cloud applications such as the Google GSuite applications, including but not limited to Google Chrome Browser, Gmail, Drive, Calendar, Docs, Sheets, and Slides. Understand document sharing and collaboration in the cloud. Experience and proficiency with Microsoft Office 365, cloud-accessible applications, including but not limited to OneDrive, Outlook, Word, Excel, and PowerPoint, or a MAC or PC desktop equivalent, is acceptable.

  • Successful completion of a criminal history background check, education, and work history verification, and a drug screening test.

Preferred Education and Experience

  • Successful completion of a RAD training program with certification.

  • Masters degree or Project Management Professional certification

  • Ability to learn cloud technologies such as LucidChart for diagrams, workflow, and chart drawing. Experience with Vizio or equivalent is acceptable. Basic understanding of Virtual Private Network (VPN) access to connect to internal business systems.

License + Certificates

Required

  • Texas Class "C" driver's license at the time of placement and insurable by the organization's fleet and liability insurance carrier.

Technical Skills

To perform this job successfully, the employee should have

  • Working knowledge of the financing, operations, and legal structure of LIHTC and Mixed-Income developments.

  • Knowledge of real estate finance structures, including development, construction, permanent loans, bond financing, and applicable legal documents.

  • Excellent financial analytical skills (balance sheet, income statement, statement of cash flow, and statement of retained earnings), to include the ability to effectively locate, evaluate, and use information, resources, and services and make informed decisions about budgets, financial obligations, credit, debt, and setting goals for the future.

  • Ability to prepare applications for debt, equity, and government program funding; coordinate value engineering and environmental remediation; secure zoning changes, building permits, and "gap" financing; and negotiate business terms with sellers and funding providers, securing their incorporation into binding agreements, including limited partnership agreements and interim/permanent debt and bond documentation.

  • Ability to successfully work with state and local governments, nonprofit housing providers, real estate brokers, architects, engineers, surveyors, attorneys, accountants, title companies, general contractors, property managers, lenders, and equity providers.

  • Extensive knowledge of and experience with affordable housing programs, including Public Housing, Section 8 Rental Housing, Low Income Housing Tax Credits, and Employer Assisted Housing Programs.

  • Ability to determine the feasibility of prospective multi-family developments utilizing varying methods of financing, including RAD, 9% and 4% LIHTC, HOME, CDBG, FHLB/AHP, HUD-insured mortgages (221d4), conventional construction and permanent financing, and tax-exempt essential function and 501(c)(3) bonds.

SUMMARY OF BENEFITS

INSURANCE PLANS

HEALTH INSURANCE - BLUE CROSS/BLUE SHIELD HEALTH PLAN

This is a voluntary benefit for the employees. Employees can choose from two PPO medical plans (750 & 1000). Opportunity Home contributes between 78-85% of the cost. This is effective on the 1st day of the month following the date of hire.

DENTAL INSURANCE - BLUE CROSS/BLUE SHIELD DENTAL PLAN (BLUECARE DENTAL)

This is a voluntary benefit for employees. Opportunity Home contributes 50% of the cost. This is effective on the 1st day of the month following the date of hire.

VISION INSURANCE - HUMANA

This is a voluntary benefit for employees. Opportunity Home contributes one-third of the cost. This is effective on the 1st day of the month following the date of hire.

LIFE INSURANCE - (BLUE CROSS/BLUE SHIELD OF TEXAS)

Life insurance is furnished at no cost to the employee for the amount of one time the employee's annual salary rounded to the next thousand. Employees have the option to purchase additional life insurance at their own cost. This benefit is effective immediately. If additional life insurance is not elected during the first 30 days of employment, enrollment will be subject to the completion of an Evidence of Insurability form.

LONG TERM DISABILITY - (BLUE CROSS/BLUE SHIELD OF TEXAS)

Long-term disability is furnished at no cost to the employee. The employee will be eligible to receive a weekly benefit of 66.67% of their basic weekly income. This is effective following 90 days of employment.

RETIREMENT PLANS

OPPORTUNITY HOME PENSION PLAN

This is a mandatory benefit. All employees are required to participate in the pension plan following one year of employment. Opportunity Home contributes 7% and the employee contributes 5% of the gross wages each payroll. This is effective the first month following the employee's one-year anniversary.

457 DEFERRED COMPENSATION PLAN - (MISSION SQUARE)

This is a voluntary benefit. This is effective immediately upon receipt of an enrollment application. The minimum contribution is $10 per pay period. The maximum contribution is subject to IRS laws.

PTO DONATION

This is a voluntary program.
