RANGE MAYOR
Job Summary
The Range Mayor serves as the Contractor's designated Point of Contact (POC) for all flat ranges, including small arms and heavy weapons ranges, at Melrose Air Force Range. The Range Mayor is responsible for ensuring the operational readiness of assigned ranges by planning, coordinating, inspecting, maintaining, and reporting the condition of range facilities, infrastructure, equipment, and grounds in accordance with the Performance Work Statement (PWS), Air Force standards, environmental requirements, and safety regulations.
The Range Mayor oversees preventive maintenance and corrective maintenance activities, monitors range conditions, coordinates work performed by maintenance personnel, and ensures assigned ranges remain mission-ready in support of Air Force training operations. While serving as the Contractor's primary liaison for flat range operations, the Range Mayor also performs hands-on maintenance and grounds maintenance duties as required.
Essential Job Functions
- Serve as the Contractor's designated Point of Contact (POC) for all assigned flat ranges, including small arms and heavy weapons ranges.
- Maintain overall responsibility for the operational readiness of assigned ranges.
- Ensure assigned ranges are maintained in a condition that supports scheduled Air Force training missions.
- Plan, coordinate, prioritize, and oversee preventive and corrective maintenance activities.
- Monitor range conditions and identify maintenance deficiencies before they impact mission capability.
- Conduct or oversee routine inspections of assigned ranges, facilities, roads, targets, utilities, fencing, signage, drainage systems, and support infrastructure.
- Coordinate all maintenance activities, repairs, modifications, and changes affecting assigned ranges with the Contractor's General Operations Foreman (GOF). No work shall begin until it has been coordinated through the GOF, who is responsible for ensuring the appropriate Government coordination, approvals, and scheduling have been completed in accordance with contract requirements. The Range Mayor shall not independently initiate work or direct changes to range facilities, infrastructure, equipment, or grounds without first coordinating through the GOF.
- Verify completed work meets contract requirements and quality standards.
- Maintain awareness of scheduled range operations to minimize maintenance impacts on training missions.
- Recommend priorities for maintenance and repair activities based on mission requirements.
Grounds Maintenance
- Perform mowing, trimming, edging, weed removal, vegetation control, debris removal, and fence-line maintenance.
- Maintain improved grounds, roadsides, drainage areas, facilities, and designated range areas.
- Remove brush and undesirable vegetation using approved methods.
- Assist with firebreak vegetation control using approved mechanical or herbicide methods when authorized.
- Assist with installation, repair, and maintenance of fencing, signs, barriers, and other range infrastructure.
- Perform general labor associated with maintaining the appearance and functionality of assigned ranges.
Equipment Operation
Safely operate equipment including:
- Zero-turn mowers
- Tractor-mounted mowers
- Pull-behind mowing equipment
- String trimmers
- Chainsaws
- Pole saws
- Backpack blowers
- Backpack sprayers (when qualified)
- UTVs
- Utility trailers
Operate additional equipment appropriate to assigned maintenance activities when trained and authorized.
Equipment Care
Perform routine operator maintenance including:
- Daily inspections
- Fueling
- Lubrication
- Cleaning
- Blade inspection
- Tire inspection
- Fluid level checks
- Minor preventive maintenance
- Reporting equipment deficiencies requiring repair
- Assist in monitoring the operational readiness of Government-furnished equipment assigned to the flat ranges.
Preventive Maintenance
- Ensure preventive maintenance inspections are completed on assigned facilities and equipment.
- Coordinate preventive maintenance schedules with maintenance personnel.
- Track completion of preventive maintenance requirements.
- Verify deficiencies identified during inspections are corrected in a timely manner.
- Monitor recurring deficiencies and recommend corrective actions.
Documentation and Reporting
Maintain accurate records regarding:
- Operational readiness of assigned ranges.
- Preventive maintenance completion.
- Outstanding maintenance deficiencies.
- Corrective maintenance status.
- Equipment operational status.
- Inspection findings.
- Maintenance work requests.
- Mission impacts resulting from equipment or facility deficiencies.
- Daily, weekly, and monthly reports as required by the contract.
Environmental Compliance
- Recognize environmentally sensitive areas.
- Observe cultural resource boundaries.
- Ensure maintenance activities remain within approved work limits.
- Comply with herbicide application requirements when assigned.
- Prevent environmental damage and report spills or violations immediately.
- Ensure maintenance activities comply with all environmental restrictions established by the Government.
Safety
- Ensure maintenance activities comply with AFOSH requirements.
- Wear and enforce the use of required PPE.
- Maintain situational awareness around aircraft operations, military training activities, moving equipment, wildlife, and other hazards.
- Exercise stop-work authority when unsafe conditions exist.
- Report hazards immediately.
- Promote a safe working environment for all assigned personnel.
Security
- Maintain eligibility for Government installation and range access.
- Safeguard Government property.
- Ensure accountability of assigned equipment and materials.
- Comply with CAC accountability requirements.
- Report security concerns immediately.
- Follow all Government security directives.
Communication
- Serve as the Contractor's primary liaison with Government representatives regarding assigned flat ranges.
- Coordinate maintenance priorities with the General Operations Foreman (GOF) and Government representatives.
- Provide timely updates regarding maintenance status, deficiencies, equipment availability, and mission readiness to the GOF.
- Notify the GOF immediately of conditions affecting mission execution, safety, or range availability.
- Coordinate work schedules through the GOF to support Air Force training requirements.
- Effectively communicate with maintenance personnel, Government personnel, and contractor leadership.
Professional Conduct

- Lead maintenance activities while working independently with minimal supervision.
- Exercise sound decision-making and organizational skills in a mission-oriented environment.
Minimum Qualifications
- Valid driver's license.
- Active U.S. DoD Secret Security Clearance
- Ability to obtain and maintain Government installation and range access.
- Demonstrated experience performing grounds, facilities, or infrastructure maintenance.
- Experience coordinating maintenance activities and personnel is preferred.
- Ability to safely operate commercial grounds maintenance equipment.
- Ability to read and interpret maintenance documentation.
- Ability to communicate effectively both verbally and in writing.
- Demonstrated organizational and leadership skills.
Physical Requirements
The employee must be able to:
- Stand for extended periods.
- Walk long distances over uneven terrain.
- Frequently bend, stoop, kneel, squat, crawl, and climb.
- Frequently mount and dismount equipment.
- Lift and carry up to 50 pounds without assistance.
- Lift heavier objects using assistance or mechanical devices.
- Work outdoors during prolonged exposure to heat, cold, wind, rain, dust, and sunlight.
- Work around moving equipment, aircraft operations, and military training activities.
- Operate hand tools and powered grounds maintenance equipment.
Working Conditions
Work is performed primarily outdoors throughout Melrose Air Force Range. The Range Mayor routinely works in remote locations exposed to changing weather conditions, rough terrain, dust, wildlife, aircraft operations, military training activities, heavy vehicle traffic, and other environmental hazards. The position requires frequent travel throughout the range to inspect facilities, monitor maintenance activities, coordinate repairs, verify mission readiness, and support Government training requirements.

The Range Mayor is expected to:
- Maintain assigned ranges in a mission-ready condition that supports Air Force training requirements.
- Ensure preventive and corrective maintenance activities are effectively planned, coordinated, and completed.
- Maintain accurate records of inspections, deficiencies, maintenance activities, and operational readiness.
- Coordinate all work through the Contractor's General Operations Foreman prior to the start of work.
- Foster positive working relationships with Government personnel while maintaining the contractor's chain of command.
- Promote a safe, environmentally compliant, and efficient maintenance program that meets or exceeds contract requirements.
