The Real Estate Inventory Manager is responsible for ensuring the adequate management and maintenance of the URA’s inventory of real property, and for managing interim uses of the URA’s real property (such as licenses and leases). The Real Estate Inventory Manager will coordinate inventory-related needs with other City Departments and Agencies. This position also coordinates with the URA’s transaction team and project managers on acquisitions, dispositions, leases, and licenses. The Inventory Manager will implement proactive property management processes and work to utilize the URA’s real property portfolio to generate short- and long-term revenue streams. An ideal candidate will be innovative and focused on the long-term goals of the URA, and will encourage results-driven, task-oriented collaboration and process improvement.

Essential Functions and Responsibilities:
  • Internal expert on the physical, financial, and legal condition of the URA’s real estate portfolio and how it relates to other publicly owned property and the inventory of URA affiliates
  • Negotiate terms of and manage mid- and long-term leases and license agreements, ensuring code and contract compliance
  • Explore opportunities to utilize the URA’s real estate portfolio for revenue generation
  • Coordinate the maintenance of the URA’s real property portfolio to a high standard, including managing contracts with service providers
  • Lead negotiations, and manage all third-party property management contracts
  • Coordinate with URA’s Facilities & Inspections Department to ensure inventory is maintained to applicable codes and standards, and within approved budgets
  • Coordinate with the transaction team, supporting its work acquiring and disposing of real property and communicating relevant information with URA partners and stakeholders
  • Oversee the pre-acquisition due diligence process, including information gathering, site inspection and reports, planning, and budgeting
  • Manage internal funding sources and budgets
  • Coordinate with Facilities and Inspections and Finance to ensure utility, tax, insurance, and other property expenses are paid
  • Participate in site visits with developers, current or prospective property owners and tenants, and realtors
  • Coordinate property consolidations and subdivisions
  • Field inquiries about publicly owned properties
  • Maintain working relationships with applicable city offices and authorities
  • Attend meetings and planning sessions to support understanding of the URA’s real property portfolio and allow for better engagement of community stakeholders, developers, realtors, residents, and partner agencies with target outcomes
  • Participate in internal project meetings regarding projects where the sale or lease of URA property may be contemplated and support the role of the project manager(s) in such endeavors as assigned
  • Issue and manage procurement processes for related professional services
  • Manage all aspects of the URA’s LandCare program, including overseeing contracts and coordinating with other public agencies
  • Maintain up-to-date rent roll and license database, and track spending on major properties
  • Prepare documents, including requests for proposals, leases, and licenses
  • Participate in meetings of the Property Inquiry Review Committee providing input on management/maintenance and acquisition/disposition
  • Manage relevant external coordination meetings with other public agencies
  • Oversee the digital property inventory file as it pertains to property leasing, licensing, and maintenance
  • Prepare and update Standard Operating Procedures related to URA’s real property inventory
  • Other duties as assigned 
Position Requirements and Qualifications:
  • Bachelor’s Degree in Business, Public Administration, Urban Planning, Real Estate or a related field
  • 3 or more years of real estate, asset management, or development experience
  • Knowledge of real estate principles and practices, including identifying and analyzing trends
  • Attention to detail; strong writing and communication skills; expertise in Excel
  • Experience in property management
  • Experience with negotiating real estate transactions and related agreements as well as direct experience with deeds, easements, and other real estate contracts
  • Willingness and aptitude to master applicable software programs, including ePropertyPlus, NetSuite
  • Another combination of education, experience, knowledge and abilities demonstrating the qualifications necessary to perform the duties of this position would also be considered
Physical Requirements:
  • Ability to safely and successfully perform the essential job functions consistent with the ADA, including travel to County and City offices
  • Must be able to lift and carry up to 20 lbs., standing, sitting, reaching and stretching.
  • Must be able to talk, listen and speak clearly on telephone.
