Duties Description Under the supervision of a Real Estate Specialist 2, SG-23, in the Real Property Bureau, the Real Estate Specialist 1's job duties will include but are not limited to:

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).*
To be considered for appointment through NY HELPS, or 55b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:
Real Estate Specialist Trainee 1, SG-14:
Four years of real estate experience appraising real property including writing original appraisal reports or reviews in connection with sales, leasing, financing of real property with banks, lending institutions, mortgage organizations, or other financial organizations; or writing original appraisal reports or reviews in connection with land acquisitions for public land acquisition agencies, utility companies, or not for profit conservation organizations; or real estate experience related to real property appraisal, title searching, survey work determining property lines, negotiation of leases, and the sale of real property.
Associate degree may substitute for two years of specialized experience;
Bachelors degree may substitute for four years of specialized experience.
Real Estate Specialist Trainee 2, SG-16:
Five years of real estate experience appraising real property including writing original appraisal reports or reviews in connection with sales, leasing, financing of real property with banks, lending institutions, mortgage organizations, or other financial organizations; or writing original appraisal reports or reviews in connection with land acquisitions for public land acquisition agencies, utility companies, or not for profit conservation organizations; or real estate experience related to real property appraisal, title searching, survey work determining property lines, negotiation of leases, and the sale of real property.

J.D. may substitute for six years of specialized experience.
Reassignment Qualifications:
Current NYS Office of Parks, Recreation and Historic Preservation Employees only, with at least one year of permanent or contingent-permanent qualifying service as a Real Estate Specialist 1; if you have less than one year, you must be reachable on the current Real Estate Specialist 1 eligible list for this location, if one exists.
70.1 Transfer Qualifications:
At least one year of permanent or contingent-permanent qualifying service as a Grade 18 or higher. The service must be in a title that Civil Service has deemed transfer eligible to the position.
Note: The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

For the duration of the NY HELPS Program, this title may be filled via a permanent non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
Employees appointed via the NY HELPS program are restricted for promotional appointment until their position is covered-in to the competitive class by the New York State Civil Service Commission (CSC), or they otherwise obtain permanent competitive status. The CSC has covered-in employees who were appointed via NY HELPS on a permanent or contingent permanent basis between June 26, 2024 and June 11, 2025. You may wish to apply if you received a permanent NY HELPS appointment to a qualifying title within these timeframes and are interested in this opportunity. Your eligibility for promotion will be reviewed by Human Resources. Employees with a permanent NY HELPS appointment occurring effective June 12, 2025 or later will be addressed with a subsequent cover-in.

Depending on each applicants experience and/or current salary if employed by New York State already, the appointment may be made to the Real Estate Specialist Trainee 1, Real Estate Specialist Trainee 2, or the Real Estate Specialist 1 titles.
