The Real Estate Services Department is seeking highly skilled candidates with advanced real property experience who are committed to providing exceptional customer service and delivering projects efficiently and cost-effectively. The Real Property Agent III is a specialized, lead-level position responsible for performing and managing complex appraisals of all property types in support of County operations, including appraisals for real property acquisitions, eminent domain proceedings, surplus property disposition, and asset management.

KEY RESPONSIBILITIES

• Confer with requesting Departments to prioritize and define valuation problem • Confer with project engineers to minimize property valuation costs • Recommend and implement policies and procedures pertaining to appraisals, appraisal reviews, and the use of non-appraisal valuations • Review and approve appraisals of real property prepared by staff and independent appraisers • Prepare Requests for Proposals and coordinates engagement of independent contractors hired to provide professional services • Delegate assignments and assume lead duties

CONDITIONS OF EMPLOYMENT

Pre-Employment Process: Prior to appointment, applicants must undergo a background check which includes fingerprints, medical exam, and review of employment history.

Travel: Incumbents may be required to travel throughout the County. A valid California Class C drivers license is required at time of appointment and must be maintained.

Sponsorship: Please note San Bernardino County is not able to consider candidates who will require visa sponsorship at the time of application or in the future. Candidates must be able to present their legal right to work in the United States at the time of employment.

Minimum Requirements:

Experience: Four (4) years of professional full-time equivalent real estate experience appraising commercial real estate that includes performing cost, income, and sales comparison valuation approaches.

License: Valid Certified General Appraisal License issued by the California Bureau of Real Estate Appraisers.

Desired Qualifications:

The ideal candidate for the Real Property Agent III - Appraisal position will have proven experience acquiring right-of-way for public agencies. Possession of the Right of Way - Appraisal Certification (R/W-AC) and/or the Senior Right of Way (SR/WA) designation from the International Right of Way Association, and/or the MAI Designation from the Appraisal Institute is preferred. A Bachelor's degree in real estate, economics, public or business administration, or a closely related field is desired.
