Position Summary

Oversee and coordinate real property activities including right-of-way, easements, title review, surveys, appraisals, and the acquisition, and disposal of property; implement program goals and objectives and perform a variety of administrative, professional and technical tasks in support of assigned area of responsibility.

Essential and Supplemental Functions

ESSENTIAL FUNCTIONS: Essential functions may include but are not limited to the functions listed below. Must be able to perform the essential functions of the job with or without a reasonable accommodation.

  • Oversee and coordinate real property projects including right-of-way, easements, title review, surveys, appraisals, and the acquisition, and disposal of property according to applicable rules and regulations as requested by City departments.
  • Coordinate with City and other governmental agencies, contract appraisers, project managers and negotiators for City real property acquisitions; prepare required documents for right-of-way acquisition functions; including easements, licenses, plats, and contracts.
  • Supervise Real Property agents and contract negotiators in City property acquisition.
  • Report to management on property acquisition project status; provide property acquisition cost estimates as required.
  • Provide information to the Legal Department for condemnation of properties and settlement negotiations; consult with the legal department in preparation of documents, easements, licenses and contracts as needed.
  • Review and approve plats for signature; review, approve and sign in supervisors absence.
  • Assist in determining compensation due to the City as a result of a proposed vacation of City rights-of-way.
  • Assist in the formulation of City policies and procedures related to real property issues.
  • Respond to requests and inquiries from the public regarding City property information; research City records as needed to provide accurate information.
  • Supervise and participate in title, platting and City property research; supervise and participate in the closing of City purchased properties in coordination with the Legal Department and other City departments.
  • Participate in the qualifying, selection and quality control of contract appraisers, title searchers and acquisition contractors; specify required duties for contract and City negotiators.
  • Participate in preparation and administration of assigned budget; submit budget recommendations; monitor expenditures.

SUPPLEMENTAL FUNCTIONS:

  • Represent the Real Property Division at meetings as requested by the Real Property Manager.
  • Advise and consult with other City agencies; prepare required documents and update checklists for right-of-way acquisition functions.
  • Perform related duties and responsibilities as required

Minimum Education, Experience And Additional Requirements

Education and experience directly related to the minimum requirements below may be interchangeable on a year for year basis.

Bachelors degree from an accredited college or university in business administration or real estate; and

Five (5) years of professional real property, real estate, and/or right-of-way experience; and

To include two (2) years of supervisory or lead experience.

Experience working with easements, property acquisition, title research, permitting, real estate contracts, property disposal, negotiations, and survey/plan review is preferred.

ADDITIONAL REQUIREMENTS:

Possession of a valid New Mexico Drivers License, or the ability to obtain by date of hire.

Possession of a City Operators Permit (COP) within six (6) months from date of hire.

Working Conditions

Environmental:

Office and field environment; may travel from site to site; exposure to computer screens, inclement weather conditions.

Physical:

Essential and supplemental functions may require maintaining physical condition necessary for walking, standing or sitting for prolonged periods; light lifting and carrying.
