Nature of Work
The Real Time Information Center (RTIC) Analyst provides real-time operational intelligence and analytical support to the Police Department by monitoring operational systems, information-sharing platforms, surveillance technologies, and public safety databases. This position enhances officer safety, situational awareness, and operational effectiveness by collecting, analyzing, integrating, and disseminating information during active incidents, critical events, and ongoing investigations.
Responsibilities include monitoring real-time information systems; providing tactical and operational analysis and intelligence, supporting field personnel during calls for service, coordinating and conducting unmanned aircraft system (UAS) operations in accordance with FAA regulations and department policy; integrating information from multiple public safety systems; identifying crime patterns and trends, and providing actionable intelligence to support field operations, investigations and command staff.
The position reports to the Police Systems & Analytics Supervisor.
Distinguishing Characteristics
This professional analytical position serves as a critical operational resource by providing real-time intelligence and information support to sworn personnel and command staff. Work requires the ability to rapidly collect, evaluate, analyze, and communicate information from multiple systems and sources during dynamic operational situations while maintaining accuracy and confidentiality.
Work schedule - The regular work schedule is Monday through Friday from 8:00 am to 5:00 pm. This position may be eligible for remote work up to two days a week after the initial 6-month probationary period.
Pay - Starting salary is $85,632 to $100,743 per year, depending on qualifications, with advancement to $125,929.

DUTIES AND RESPONSIBILITIES
The work below is representative of the scope of work performed within this job classification. Individual job duties will vary based on work assignment or location.
Provide real-time operational intelligence support.
Monitor police radio communications, computer-aided dispatch (CAD) systems, video systems, and information-sharing platforms.
Gather, analyze, and disseminate real-time information to support officers during calls for service, critical incidents, and special events.
Provide situational awareness updates to field personnel and command staff.
Monitor emerging incidents and identify information relevant to officer safety and operational effectiveness.
Provide Tactical Aerial and Real-Time Operational Support
Operate department unmanned aircraft systems (UAS) in support of public safety operations in accordance with FAA regulations, state law, and department policy.
Deploy UAS during critical incidents, search operations, disaster response, traffic management, perimeter security, and special events.
Coordinate aerial intelligence and live video feeds with responding officers, supervisors, and command staff.
Maintain flight records, equipment documentation, and operational logs.
Assist in evaluating UAS operations and recommend improvements to department drone capabilities.
Provide technical guidance and operational direction to RTIC Drone Assistants during assigned operations.
Integrate and analyze information from multiple data sources.
Access and analyze information from records management systems, criminal justice databases, automatic license plate reader systems, camera systems, and other authorized information sources.
Correlate information from multiple systems to identify suspects, vehicles, locations, and criminal activity.
Develop actionable intelligence products to support field operations and investigations.
Ensure information is collected, maintained, and disseminated in accordance with applicable laws and policies.
Support tactical and investigative operations.
Provide operational intelligence support during major incidents, criminal investigations, and planned enforcement activities.
Assist in identifying crime patterns, trends, and emerging public safety concerns.
Conduct research and prepare analytical summaries for department personnel.
Support information-sharing efforts with internal and external partners.
Support operational analytics and reporting.
Collect and analyze operational data.
Assist with development of reports, dashboards, and performance measures.
Prepare analytical reports and presentations.
Identify trends and opportunities to improve operational effectiveness.
Support RTIC technology and operational systems.
Perform other duties as assigned or necessary.
MINIMUM QUALIFICATIONS
Education and Experience
Bachelors degree in Criminal Justice, Public Administration, Data Analytics, Information Systems, Intelligence Studies, Geography, Social Sciences, or closely related field and two (2) years of professional experience in crime analysis, intelligence analysis, public safety operations, operational analysis, research, or related analytical work;
OR
An equivalent combination of education, training, and experience sufficient to successfully perform the essential duties of the position.
Licenses and Certifications
Valid Drivers License
FAA Part 107 Certification (must obtain within 30 days of hire date)
Desirable Qualifications
Current FAA Part 107 Remote Pilot Certification.
Experience operating unmanned aircraft systems in a public safety, emergency management, military, or commercial environment
Experience supporting law enforcement, emergency communications, or public safety operations.
Experience working in a Real Time Information Center (RTIC), Real Time Crime Center (RTCC), Intelligence Unit, Emergency Communications Center, or similar operational environment.
Experience utilizing CAD, RMS, GIS, ALPR, Axon, Fusus, camera systems, or related public safety technologies and databases.
Crime analysis or intelligence analysis training.
State of Minnesota Justice Information Systems (MNJIS) certification.
Criminal Justice Reporting Systems (CJRS) certification.
