DEFINITION
Under general supervision, the Real-Time Intelligence Center (RTIC) Operator provides real-time situational awareness and operational support to public safety personnel. The Operator monitors various technology and live time viewable systems, 911-related information, and data resource platforms to enhance and relay accurate, timely information to responding officers. Responsibilities include gathering and evaluating intelligence, communicating through radio and digital platforms, while also supporting the operation and upkeep of fixed and mobile camera systems as well as unmanned robotic systems. Performs related administrative and other duties as required.
EXAMPLES OF DUTIES
The RTIC Operator utilizes law enforcement technology solutions to observe and analyze live and historical data to enhance a coordinated response to active incidents in the field. Conducts searches through applicable databases, compiles relevant information on vehicles, persons, and locations, and communicates real-time updates directed at increasing officer awareness and safety. Tracks evolving incidents, assists in identifying suspects or vehicles when possible, and relays requests for additional resources when on-scene personnel are unable to do so. Monitors, audits, and maintains fixed and mobile camera assets to ensure consistent coverage, proper functionality, and system readiness. Reviews live and recorded video, documenting irregularities, reporting maintenance needs, and assisting with technical setup or adjustments during special events or critical incidents. Serves as an unmanned aerial system (UAS) pilot, providing aerial observation and operational support consistent with required certification. Prepares clear, concise written reports, presentations, and documents; compiles video evidence for investigations or public information needs; and ensures full compliance with confidentiality, privacy, and security standards governing public safety information. Communicates clear and concise information over various platforms, to include in-person presentations for educational or informational reasons. Engages with other agencies and City departments. Represents the Daly City Police Department with professionalism, empathy, and strong customer service in public-facing roles where applicable. The role will support administrative tasks, attend community events or gatherings as relevant to organizational needs and will perform other duties as assigned.
MINIMUM QUALIFICATIONS
Knowledge of: Knowledge of law enforcement and policing principles in crime response, prevention and investigation, focused on operational field work; Real-Time Information Center functions; video management systems; fixed and mobile camera platforms; public safety databases; local geography relevant to police operations, police department structure and functions, emergency response environments and protocols, record keeping, reporting and documentation practices, basics of psychological trauma and stress responses, crisis intervention principles, applicable federal, state, and local regulations related to law enforcement information, data privacy, and unmanned aerial systems. Familiarity with conflict resolution practices, customer service principles, and the operation of standard office and communication equipment and software
Ability to: Prepare effective written reports, effectively and professionally represent the City, monitor multiple information sources simultaneously, assess situations effectively, and communicate clearly and professionally in both oral and written form; maintain composure and exercise sound judgment during high-pressure or rapidly evolving situations; operate unmanned aerial systems, radio communication equipment, and specialized computer applications, including the ability to learn and adapt to new or evolving technologies and systems related to these tools; interpret maps and navigation resources, maintain confidentiality, follow established procedures, and work collaboratively with departmental staff, partner agencies, and members of the public; work evenings, weekends, holidays, or overtime and may interact with individuals who are distressed or under pressure. Interact positively and cooperate with co-workers, respond
politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.
Education: Graduation from high school or the equivalent. Graduation from a college or university with a Bachelor's Degree in Criminal Justice, Public Administration, or a related field desirable.
Experience: Experience in administrative support, law enforcement, military, emergency preparedness, dispatching, or a related public safety support role highly desired. Experience with Unmanned Aerial Systems (UAS) operations and security camera systems is also not required but is highly desired.
License: Possession of a valid Class C California Driver's License.
Special Requirements: Must pass a comprehensive police background investigation. Able to work flexible hours based on operational and departmental needs. Ability to obtain a Remote Pilot Certificate (Part 107) within one year of employment.
