Qualifications

Education and Experience: Graduation from a standard high school and experience equivalent to nine years of qualifying full-time professional-level experience in mental health or substance use disorder programs, including one year involving monitoring, evaluating, planning, or coordinating program activities

OR

Graduation from an accredited college or university with a bachelor's degree in a social or behavioral science or other related acceptable field and experience equivalent to five years of full-time professional-level experience in mental health or substance use disorder programs, including one year involving monitoring, evaluating, planning, or coordinating program activities

OR

Substitution of Graduate Education with Experience: Graduation from an accredited college or university with a master's degree in a social or behavioral science or other related acceptable field and experience equivalent to three years of full-time professional-level experience in mental health or substance use disorder programs, including one year involving monitoring, evaluating, planning, or coordinating program activities

Overview

The MHSAS Treatment Court Program Manager 1 leads statewide planning, implementation, oversight, and continuous improvement of treatment court services. This position works with state funded treatment courts throughout the State of Tennessee (recovery courts, mental health courts, and veterans treatment courts), treatment providers, justice-system partners, and community stakeholders to ensure treatment courts operate with fidelity to evidence-based practices; improve participant outcomes; and support public safety.

Responsibilities

• Oversees contract compliance, reviews budgets and spending patterns, and ensures adherence to contractual and funding requirements.

• Develops and administers statewide treatment court operational guidance consistent with applicable federal and state requirements, department policy, and evidence-based treatment court best practices.

• Coordinates treatment court planning and implementation.

• Monitors court operations, participant services, compliance with program requirements, and adherence to approved grant, contract, and funding conditions.

• Develops and maintains collaborative relationships with state agencies, local governments, substance use and behavioral health treatment providers, criminal justice partners, and national treatment court partners.

• Maintains current knowledge of Tennessee treatment court initiatives, behavioral health policy, relevant statutes and regulations, and national best practices.

• Conducts training sessions, presents program information to external groups, and facilitates meetings with stakeholders.

• Uses program-specific software to manage program data, create reports, and maintain compliance records.

• Compiles reports, reviews program performance data, and develops recommendations to improve services and efficiency.
