Position Overview:
The Town of Castle Rock has an outstanding opportunity for an Aquatics Supervisor - Programming in our Parks and Recreations department. This position organizes, coordinates, implements, and evaluates comprehensive aquatic programming for the Towns aquatics division. Employees in this classification perform administrative, supervisory, and program management work. The position is responsible for managing a comprehensive swim lesson program for participants of all ages and abilities; coordinating a competitive developmental swim team; and supporting other competitive, instructional, and recreational aquatic teams, programs, and activities.
This position is responsible for recruiting, hiring, training, scheduling, supervising, evaluating, and retaining part-time aquatics programming staff, including swim lesson instructors, coaches, and part-time program coordinators. The position serves as a member of the aquatics administrative staff and may be required to serve as a designated on-call staff member. The position also assists with the daily operations of aquatics facilities as needed. Work is performed under the general supervision of the Aquatics Senior Supervisor. Performs duties in a manner consistent with the stated values of the organization.
Essential Duties and Responsibilities:
- Performs lead-level duties that include instructing, assigning, reviewing, and planning the work of others; monitoring standards; coordinating activities; allocating personnel; and providing feedback.
- Plans, organizes, implements, supervises, and evaluates a comprehensive swim lesson program serving participants of all ages, abilities, and skill levels.
- Develops and maintains swim lesson curriculum, class levels, instructor expectations, participant evaluation standards, and program progression guidelines.
- Coordinates swim lesson registration, class schedules, instructor assignments, participant placement, waitlists, transfers, and program communications.
- Manages a competitive developmental swim team, including season planning, coach assignments, participant registration, practice schedules, meets, team communications, and program evaluation.
- Supports, develops, and coordinates other competitive, instructional, and recreational aquatic teams, programs, clinics, camps, and activities.
- Recruits, hires, trains, schedules, supervises, evaluates, and supports part-time aquatics programming staff, including swim lesson instructors, coaches, and part-time program coordinators.
- Develops and implements staff training programs related to swim instruction, coaching standards, customer service, safety, emergency response, program administration, and Town policies and procedures.
- Promotes staff retention through ongoing communication, coaching, recognition, professional development, and effective supervision.
- Enters, maintains, and updates aquatic programming information in the Towns registration software, including course descriptions, schedules, fees, capacities, prerequisites, staff assignments, and program notes.
- Monitors program enrollment, participation trends, staffing levels, revenue, expenses, and customer feedback to recommend program improvements.
- Communicates with participants, parents, staff, coaches, instructors, and community members; responds to inquiries and resolves concerns regarding aquatic programs, instructors, coaches, teams, registrations, and facilities.
- Assists in the management of aquatic facilities and daily operations as needed; resolves staff, participant, and facility-related concerns.
- Assists with vendor contract management.
- Serves as a member of the aquatics administrative staff and participates in staff meetings, planning efforts, policy implementation, and operational decision-making.
- May serve as a designated on-call staff member and respond to operational, staffing, safety, or facility needs outside of regular work hours.
- Supervises children and other program participants enrolled in aquatic activities; provides appropriate guidance and ensures a safe, positive, and inclusive program environment.
- Assists in preparing, monitoring, and administering aquatic program budgets, including revenue projections, expenditures, staffing costs, supplies, and equipment needs.
- Prepares biweekly time sheets, purchase orders, purchase requests, vouchers, reports, and other administrative documents.
- Purchases program supplies and equipment; communicates with vendors and assists with procurement processes.
- Assists with marketing and promotion of aquatic programs, swim lessons, teams, and special events.
- Performs disaster drills; administers First Aid and performs CPR when needed.
- Ensures compliance with applicable safety standards, Town policies, aquatic facility rules, and program procedures.
- Performs clerical and administrative functions related to aquatics programming and facility operations.
- Assists with aquatic facility rentals, special events, swim meets, and community programs as needed.
- Assists with cleaning, organizing, and maintaining recreation and aquatic program areas.
- Provides support for front desk, lifeguard, pool operations, and facility staff as needed.
- Performs other duties as assigned.
Minimum Qualifications:
An equivalent combination of education, training, and experience that demonstrates required knowledge, skills, and abilities may be considered.
Education: Bachelors Degree in recreation management, community recreation, aquatic resources, sports recreation or in a related field.
Experience: At least two (2) years of professional experience that provides broad knowledge of aquatic programming, swim lesson administration, competitive or developmental swim team operations, public recreation, community resources, and the administrative aspects of the work or in a closely related field, including one (1) year of staff supervision in the aquatic field; or an equivalent combination of education, training, and experience. Experience using recreation registration software or a similar program management software is preferred.
Licenses and/or Certifications Required:
- a valid Colorado Drivers License
- CPR and First Aid Training Certificate or the ability to obtain within 30 days of hire
- Lifeguard Certification or the ability to obtain within 30 days of hire
- Swim Lesson Instructor, Water Safety Instructor, Coaching, and/or Aquatics programming certifications are preferred or have the ability to obtain within 90 days of hire.
Knowledge, Skills, and Abilities:
- Knowledge of principles of effective administration, including planning, coordinating, evaluating, supervising, and leading staff.
- Knowledge of aquatic programming principles, including swim lesson instruction, skill progression, participant assessment, class placement, and inclusive programming for all ages and abilities.
- Knowledge of competitive and developmental swim team operations, including coaching practices, meet coordination, team communication, and participant development.
- Knowledge of the characteristics and needs of children, youth, adults, seniors, individuals with disabilities, and other aquatic program participants.
- Knowledge of principles and techniques of short- and long-range recreational and aquatic program planning.
- Knowledge of staff recruitment, hiring, onboarding, training, scheduling, supervision, evaluation, and retention practices.
- Knowledge of customer service practices and methods for responding to citizen concerns with tact, professionalism, and courtesy.
- Knowledge of basic budget administration, program revenue tracking, expense monitoring, and purchasing procedures.
- Knowledge of aquatic safety practices, emergency response procedures, risk management principles, and applicable facility rules.
- Skill in written and oral communication for effective expression, clarity, instruction, and public interaction.
- Skill in teaching, coaching, training, mentoring, and evaluating aquatic staff.
- Skill in planning, organizing, and implementing aquatic programs, swim lessons, teams, clinics, events, and activities.
- Skill in using recreation registration software to create programs, manage registrations, update rosters, track enrollment, and communicate with participants.
- Skill in operating standard office equipment, computers, software systems, and aquatic program equipment.
- Skill in performing and instructing CPR and First Aid.
- Ability to exercise sound judgment and make independent decisions in accordance with established Town policies and procedures.
- Ability to respond to citizen complaints and concerns with considerable tact, courtesy, and professionalism.
- Ability to establish and maintain effective working relationships with supervisors, support staff, part-time employees, contracted personnel, volunteers, participants, parents, vendors, and other departments.
- Ability to plan, prioritize, and manage multiple programs, staff schedules, deadlines, and operational needs.
- Ability to evaluate program effectiveness and recommend improvements based on participation trends, community needs, safety considerations, budget impacts, and customer feedback.
- Ability to perform addition, subtraction, multiplication, and division; calculate decimals and percentages; utilize principles of fractions; and interpret graphs, reports, and program data.
- Ability to perform coordinated movements involving operating a computer terminal, pool equipment, recreation equipment, aquatic program equipment, and related tools.

- Events may take place in a variety of settings, including outdoors in all weather conditions.
- Periods of time in the pool and pool area with exposure to temperature extremes, varying weather conditions, chemicals, water and other conditions found in the pool area
