The City of Largo is seeking a creative and energetic Recreation Leader II to join our team at the Southwest Pool. This fun and rewarding role involves planning, implementing, and evaluating a variety of aquatic and leisure programs that serve our vibrant community.

Work involves planning, implementing, and evaluating multiple leisure programs. Responsible for developing programs in assigned areas: aquatics, athletics, general recreation, special events, or Central Park Performing Arts. Team Members in this class exercise independent judgment following established policies and procedures. Work is performed under the general direction of an assigned manager.

AQUATICS: Creating, planning, and implementing programs at an assigned pool; may coordinate and facilitate rentals for the assigned facility

ESSENTIAL DUTIES AND RESPONSIBILITIES:

• Plans, implements, and evaluates multiple leisure programs in the assigned division
• Responsible for the development of assigned programs, including purchase requisitions, supplier invoices, preparation of basic professional, instructor, and rental contracts for supervisory review, publicity, the delegation of assignments to team members and volunteers, determination of program costs, revenue projections, monthly participation reports, and program observations
• May oversee assigned specialty camps, including the recruitment of contractual instructors, instructor contracts and payments, and participant communication
• May assist in the training of team members and volunteers; oversee contractual workers
• Confers with community groups, individuals, and contractual instructors to determine the needs of the participants; deals with the public tactfully and diplomatically
• Maintains communication between customers and other team members
• Supports the division and the department in external activities
• Always presents a professional appearance and attitude and maintains a high standard of customer service; answers and responds to customer inquiries
• Processes documents and applications pertaining to membership and registrations; verifies residency for membership pricing
• Collects activity fees and processes payments, including closing cash-outs
• Activity maintenance within the recreation software
• Prepares daily activity reports
• Opens, closes, and secures the facility and ensures all rules and regulations of the facility are enforced; ensures all precautions are taken in maintaining participants' safety; assures the safety, welfare, and well-being of participants enrolled in programs
• Assists in program and membership registrations, collects fees, and prepares necessary reports
• Administers first aid when necessary and completes appropriate reports
• Manages program rosters and registration paperwork
• Inventories and restocks supplies for facilities and programs; may complete ordering and shopping for the facility and scheduled programs within an allocated budget
• Ensures security of an area or facility; enforces rules, regulations, and safety precautions; maintains order and discipline; sets up equipment or facility for assigned programs
• May be a lead staff member and responsible for a facility in the absence of a supervisor
• Recommends facility maintenance and assists with entering service requests as needed
• Assists in creating marketing materials, prepares publicity fliers, brochures, and updates program information on the City website; may submit program information for Play catalog development
• Completes annual training as assigned

AQUATICS:

• Assists with lifeguarding, training, developing aquatic programs, setting up and teaching swimming lessons, supervising rentals and contractual teams, and aquatic special events
• May oversee the seasonal operation of a facility during the summer
• Assists or directs daily setup/closing of the pool to include starting blocks, lane ropes, solar blankets, tents, etc.
• Assists with monitoring pool chemistry as assigned; may assist with cleaning responsibilities at the facilities, including the pool deck and locker room facilities, and other maintenance tasks as assigned
• Holds a minimum of two lifeguard trainings per year
• Provides CPR training for other Recreation Parks and Arts team members once a month
• Prepares and maintains team rosters and waiver lists
• Enters service requests

EMERGENCY RESPONSE STATUS: As a condition of employment, City of Largo employees will be required to work as directed during an undeclared and/or a declared emergency. All employees are subject to recall around the clock for emergency response operations, which may require irregular work hours, work at locations other than the normal work location, and may include duties other than those specified in the official job description.

MINIMUM QUALIFICATIONS

Education and Experience:

• Must be 18 years old at the time of application submission
• High School Diploma or General Education Diploma (GED) and two (2) years of college coursework in recreation or a closely related field, and two (2) years directly related experience, or an equivalent combination of training and experience
• Certification and/or training in Cardiopulmonary Resuscitation (CPR) and automated external defibrillator (AED) first aid is required within 6 months of hire; training is provided
• Aquatic staff need current Lifeguard and water safety instructor; prefer future certifications as Water Safety, Instructor Trainer, Lifeguard Instructor, Certified Pool Operator, or Aquatic Facility Operator

Knowledge, Skills, and Abilities:

• Knowledge of Microsoft Office products such as word processing programs, spreadsheets, email, and other communication tools
• Knowledge of the principles, practices, techniques, and equipment requirements of recreation programs
• Ability to plan, organize, and supervise recreation programs or special events
• Ability to communicate clearly and concisely, orally and in writing
• Ability to establish and maintain effective working relationships with team members and the public
• Ability to do light to heavy manual work

AQUATICS:

• Knowledge of pool chemistry, filtration backwash, and water rescue procedures and equipment
• Ability to focus for long periods
• Knowledge of Child Labor Laws, Health Department Regulations, and Red Cross Standards

WORK ENVIRONMENT & PHYSICAL REQUIREMENTS

Work Environment:

AQUATICS: 20% inside a climate-controlled building and 80% outside.

Physical Requirements: The essential functions of the job require sitting up to five (5) hours per day, standing approximately one (1) hour per day, and walking approximately two (2) hours per day. The work requires frequent bending/stooping, climbing, crawling, fine manipulations, grasping, kneeling, pulling, pushing, reaching, repetitive motion, lifting, and carrying objects weighing 15 to 50 pounds. Must be able to set up tables, chairs, and other event equipment.

AQUATICS: Must be able to focus for long periods and physically set up and remove starting blocks, lane ropes, and solar blankets. Must have the ability to pass a swim test. Must be able to lift 50lbs.

Sensory Requirements: Hearing: Ability to understand what others are saying in normal conversation in person and on the telephone. Speaking: Ability to communicate orally with others in person, on the phone, and while making group presentations. Seeing: Ability to see and read computer monitor screens and detect color coding. Ability to sense weather and safety considerations for events.

Driving Requirements: The work requires frequent driving and possession of a valid Florida Class "E" Driver's License.

Technology: The work requires the ability to operate telephones, smartphones, tablets, laminators, photocopiers, printers, desktop and laptop computers, calculators, park radios, and all associated software.
