Join Our Team as the Recreation Manager for the City of Valdez!

The City of Valdez Parks, Recreation & Cultural Services Department is looking for an energetic and visionary Recreation Manager to inspire our team and shape the future of recreation in Valdez.

In this highly collaborative role, you'll work closely with the Director of Parks, Recreation & Cultural Services to design, coordinate, and elevate a vibrant recreation program that serves all ages and abilities. From outdoor and adventure programming to special events, skills clinics, camps, aquatic activities, and year-round social offerings, you'll bring fresh ideas to life and help our community stay active, connected, and engaged. You'll also provide leadership to our Recreation Division, overseeing the talented Coordinators of the Recreation Center and Aquatics & Athletics as you guide, coach, and empower them to create exceptional experiences for our residents.

Valdez is a scenic coastal community surrounded by Alaska's natural beauty, offering an incredible quality of life and unique professional challenges. Surrounded by the beautiful Chugach mountains, Valdez offers world class fishing and skiing, hiking, ice climbing, snow machining, and a myriad of other recreational options. Mountains and coastal living meet in Valdez with easy access to the mountains of Thompson Pass and the pristine waters of Prince William Sound. Valdez is home to about 4,000 permanent residents with a year-round tourism industry and a substantial population increase in the summer months due to seasonal workers and tourism.

This is an FLSA Exempt, fully-benefited position working a 40 hour workweek, and schedule can be flexible.

Minimum Qualifications:

  • Three (3) yrs. in a supervisory role overseeing multiple staff with varied roles/responsibilities.
  • Background working with Youth; either as a coach, supervisor, event coordinator or outdoor recreation programmer.
  • Experience working with multiple NGO's and governmental agencies.
  • Must obtain and maintain CPR and First Aid certifications within one (1) month of hire.
  • Valid State of Alaska Driver's license with an acceptable driving record within 30 days of hire.
  • Must be able to pass a criminal background check.
  • Bachelor's Degree in Recreation or related field preferred.

Position is open until filled with review of applications ongoing. Interviews will be scheduled after June 23rd.

ESSENTIAL FUNCTIONS: (Essential functions, as defined under the Americans with Disabilities Act, may include the following tasks, knowledge, skills and other characteristics. PRIMARY DUTIES AND RESPONSIBILITIES:

  • Assists with the planning and implementation of all components of the programming and operations of assigned programs.
  • Researches and assists in planning programming for all City-run recreation facilities, to include the Recreation Center, Ski Hill, Rock Wall, Archery Range, etc. Assists with compliance with required certifications for staff and the facility operations.
  • Supervises program participants in assigned programs to ensure and healthy and safe environment.
  • Develops and publishes monthly schedules, flyers and advertisements for recreation programs as assigned.
  • May account for funds received from various revenue producing activities.
  • Completes and maintains detailed budget for the Recreation Division.
  • Collects statistical information and compiles data such as detailed record of all activity participation and generates monthly reports for the Director.
  • Assists in working with School District and community organizations to develop and coordinate programs and events.
  • Interacts with the public and NGOs.
  • Screens and directs inquiries and complaints to the appropriate Department.
  • Provides information on policies and procedures.
  • Assists with the development of long and short-term strategic goals pertaining to planning, development, design and operational processes of City recreational programs and facilities.
  • Assists in recruiting, training and supervising both Parks and Recreation staff and volunteers for community special events and activities.
  • Performs other related duties as assigned.

KNOWLEDGE, SKILLS AND OTHER CHARACTERISTICS:

Knowledge of:

  • City and Department policies and procedures.
  • Municipal Parks and Recreation management principles and techniques.
  • Recreation planning, special event planning and youth and adult education techniques and principles.
  • Aquatic facility safety, emergency first aid and CPR techniques.
  • The understanding and the necessity for staff training manuals, emergency action plans, risk management and liability mitigation.
  • Venue management
  • The understanding of the role of OSHA, ADA, and DEC in recreation

PHYSICAL REQUIREMENTS AND WORK ENVIRONMENT:

Work is performed in various Parks and Recreation sites. May be exposed to hazardous chemicals, airborne, waterborne and blood borne pathogens and infectious disease. May be subject to frequent standing, walking, swimming, lifting and inclement weather.

  • Currently monthly employee paid premium is approximately $132.00 per month for comprehensive family medical, RX, dental, vision, & hearing.

  • Low deductible: $100 per person not to exceed $300 per family.
  • $488 maximum out of pocket expense after deductible has been met.

Prescriptions

  • Generic Co-Pay $5.
  • Non-Generic Co-Pay $10.
  • Up to a 90-day supply from either mail order or brick/mortar pharmacy.
  • Extensive formulary.

Dental

  • Deductible: $25 per person not to exceed $75 per family.

  • Maximum annual benefit of $2500 per person.

  • Cleaning & exams pay at 100% with no deductible.

  • Orthodontics for dependents up to age 19.

  • Implants are covered not to exceed annual benefit maximums.

Vision

  • No deductible.
  • One exam per family member per year.
  • Lenses each year covered at 90%.
  • A year supply of contacts annually covered at 50%.
  • Frames every other year covered at 90% not to exceed $200.
  • Lasik coverage - $2000 lifetime benefit.

Hearing

  • No Deductible.
  • Exam is covered at 90%.
  • Device is covered at 50%.

Optional life insurance

RETIREMENT PLANS

State of Alaska Public Employee Retirement System

  • 8% pre-tax contribution to PERS Tier IV Defined Contribution Plan.
  • 5% city match.
  • 5-year vesting schedule.

Optional deferred compensation plan & city matching 401(a)

  • Pre-tax contribution into a 457 plan, not to exceed federal limitations (2025 is $23,500) - no waiting period to enroll.
  • City will match not to exceed 6.2% for regular employees and 9.3% for executive staff into a 401(a) after 90 days of employment.

PAID TIME OFF

  • New employees accrue 24 days per year for first 2 years of service.
  • Hourly employees can accrue compensatory time in lieu of overtime at the rate of 1.5 hours per hour worked.
