Summary

The Recreation Services Superintendent must have a passion and vision for recreation programming, exceptional customer service, and a commitment to leadership while serving the community. Areas of responsibility include athletics, aquatics, community centers, and recreation programming. The Recreation Services Superintendent will receive general direction from the Assistant Director of Parks and Recreation while exercising direct supervision over assigned staff.

Essential Functions

  • Manages the activities and staff of the recreation division, which include planning, coordinating and administering projects, processes, procedures, and/or services;
  • Lead the parks and recreation department in achieving and maintaining CAPRA accreditation (NRPA's Commission for Accreditation of Park and Recreation Agencies);
  • Conducts research, prepares surveys, and interprets results to be used in planning, evaluation and decision making;
  • Continually monitors and evaluates the efficiency and effectiveness of service, assesses work load, reporting relationship and opportunities for improvements within the programs, services and facilities managed and maintained by the Division;
  • Prepares long range and strategic documents;
  • Manages budget for recreation division and facilities including: Athletics & Aquatics and Community Recreation;
  • Conducts fiscal/economic studies and cost/benefit analysis to prepare budgets projections;
  • Assists with developing annual operating and capital improvement budget;
  • Monitors revenues for recreation programs;
  • Reviews and proposes fee structure for all athletic and recreation programs;
  • Prepares technical specifications for competitive bids and quotes;
  • Solicits competitive prices for materials and supplies;
  • Suggests and develops new programming ideas that will attract the interest of the broad, general community and make the best use of facilities;
  • Secures permits for program locations and orders, receives, verifies, stores, and delivers necessary equipment, material, and supplies;
  • Takes lead in working with departmental staff to plan and develop routine and special promotional and marketing pieces for activities including, but not limited to, the use of web-based options and print media for mass distribution and broadcast;
  • Participates in planning of and assists with all City special events and large community events;
  • Monitors registration of all recreation activities provided by the department;
  • Recommends program extensions, expansions, changes, and cancellation to Director and Assistant Director before implementation;
  • Responds to and resolves difficult and sensitive inquiries, complaints, and request for information and services from citizens;
  • Communicates and provides information to the public through correspondence, interviews, and telephone calls;
  • Advises the Director and Assistant Director of issues and recommends a course of action and implements as directed;
  • Human Resources for contract and seasonal staff under his/her purview;
  • Updates job postings, and the resignation of seasonal applications;
  • Ensures compliance with applicable Federal, state and local laws, regulations, codes, and/or standards;
  • Occasionally work evenings and some weekends;
  • Perform related duties as required.

Qualifications

Completion of a bachelor's degree or higher from an accredited college or university with a minimum of three (3) years of experience in a parks and recreation agency, or in direct relation to providing recreation services, including one (1) year in a supervisory capacity.

Valid Current Drivers License

Physical Exam Required

Must be a Certified Park and Recreation Professional (CPRP) through the National Recreation and Park Association (NRPA), or have the ability to obtain this certification within one (1) year.

Knowledge and Abilities

Knowledge of:

  • Supervisory principles and practices;
  • Various youth, adult, aquatics, senior programs, and activities;
  • Principles and practices of recreation planning, programming, and operations;
  • Safety rules, regulations and practices.

Ability to:

  • Plan organize, assign and evaluate the work of recreation staff;
  • Establish and maintain effective working relationships;
  • Apply principles, practices, and current trends in the field of recreation management;
  • Prepare and administer a budget;
  • Negotiate and administer contracts;
  • Communicate effectively orally and in writing, make effective presentations;
  • Coordinate work among numerous work groups, agencies, and multiple City departments.

Physical Requirements

  • Must possess mobility to work in a standard office setting and use standard office equipment, including a computer, and to work outdoors;
  • Vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone;
  • Lift, move, and carry materials and equipment weighing up to fifty (50) pounds and heavier weights with the use of proper equipment;
