Job Summary

This position is located at Headquarters, Quantico, VA. Candidates selected for this position will serve as a Recreation Specialist NF4.

Major Duties

Serves as the Mobile, Virtual, and Remote Capabilities Program Specialist for Semper Fit / Warrior Athlete Readiness and Resilience (WARR), Marine and Family Division, Manpower and Reserve Affairs, Headquarters Marine Corps. This position supports the Marine Corps Total Fitness (MCTF) efforts to enable service provision and accessibility across the enterprise for all environments, conditions, and work schedules. Will develop policy, implement delivery systems, and advise Branch, Division, and Marine Corps leadership on all subjects related to mobile, virtual, remote, and deployed capability provision related to health, wellness, prevention, and performance for Marines and families. The incumbent will serve as a subject matter expert in research and evidence-led practice for all mechanisms, technology, and methods required to ensure the accessibility of MCTF and WARR capabilities across all domains of fitness. Will evaluate, monitor, analyze, assess, and provide supporting research for all policy, strategies, and operations related to the provision of, and access to, services, equipment, and human performance professional expertise.

MOBILE CAPABILITIES

Design a system of mobile capabilities that prioritize prevention and provide capabilities to Marines and families Work with interdisciplinary teammates to refine and evolve current mobile capabilities for warfighters and their families. Develop new methods, equipment, and systems for mobile service delivery and access to MCTF/WARR/human performance professionals. Ensure that equipment provision and access to professional expertise is aligned and coordinated with available transportation modalities and resources. Understand the allowances, limitations, and opportunities related to ground, sea, and air transportation. Develop strategies for long-term mobile set-down capabilities that allow for the positioning of mobile resources adjacent to unit locations that may limit access to available facilities aboard an installation.

VIRTUAL CAPABILITIES

Work with interdisciplinary teammates to develop virtual and electronic capabilities for the delivery of services and access to MCTF/WARR professionals across the enterprise and scope of operations for the United States Marine Corps. Understand and comply with federal, DoD, state (inter and intra), local, and international policy, regulations, and law regarding service provision and engagement with patients and clients. Understand, leverage, improve, and develop virtual and electronic capabilities for service provision, support, and access to professional expertise in all domains of fitness.

REMOTE CAPABILITIES

Understand the Marine Corps Installations and Commands that are classified as remote and isolated along with the individual environmental considerations, challenges, and opportunities that each of them provides. Develop strategies to best support the total fitness needs of the Marines and families stationed at the remote and isolated locations. Develop supporting partnerships with adjacent community organizations to enhance or create capability in all domains of fitness. Work to find innovative solutions for providing health, wellness, prevention, and performance capabilities to Marine and their families.

DEPLOYED CAPABILITIES

Ensure that Marine units have access to supporting capabilities in all domains of fitness (physical, mental, spiritual, social) regardless of where they are deployed. Understand and develop strategies to appropriately leverage and maneuver within the available logistic systems utilized by the Marine Corps and Department of Defense. Develop support capabilities and systems that are durable and sustainable within the context of the environmental rigors they are deployed to and in.

ADMINISTRATIVE DUTIES

Designs and implements policy for Marines, units, installations, families, and individuals for mobile, virtual, remote, and deployed capabilities. Creates reports related to the foundational science of the capability selection, use, configuration, transportation, and sustainment. Establish a system of accountability, return, and disposability for all deployed MCTF/WARR capabilities. Performs work that is varied and generally administrative. Provides support to the highest levels of executive leadership across the Marine Corps at all Marine Corps Installations and Reserve Units. Must learn and understand all inventory systems utilized by Semper Fit/Warrior Athlete Readiness and Resilience.

PERFORMANCE PROGRAMS AND POLICY

Collaborates with Semper Fit/WARR program specialists in the development of organizational policy and procedures related to mobile, virtual, remote, and deployed capabilities for MCTF and WARR. Coordinates, develops, and collaborates with a diverse range of subject matters experts Responsible for making decisions and recommendations regarding data, system design, equipment provision, and technology use/ acquisition. Work with other program specialists, WARR team members, program directors, and other stakeholders on the provision of mobile, virtual, remote, and deployed MCTF/WARR capabilities.

SYSTEMS DYNAMICS AND ANALYSIS

Collaborates with a diverse network of primary prevention and intervention providers. Participates in the working groups with other Marine Corps and Department of Defense Agencies. Establishes interconnectedness and synthesis implementing interdisciplinary approaches to enhance performance, health, and recovery within the military environment.

This is a white-collar position where occasional lifting up to 20 lbs. may be required.

May travel to complete work assignments. May perform other duties as assigned.

May work a fluctuating work schedule and travel to support other programs such as All Marine Sports outside of the typical work week and work hours.

Performs other related duties as assigned by the Semper Fit Director.

Qualifications

A minimum of four years of experience, performance, and/or education that demonstrates experience, knowledge, skill, and ability in military deployment, austere operating environments, general health, wellness, prevention concepts, basic human performance principles, sports, athletics, and recreation programs, logistics, transportation, shipping, supply, and inventory management. Ability to develop relationships with internal and external teammates and stakeholders required. Knowledge of concepts, principles, and practices of athletic and Marine Corps strength and conditioning, exercise physiology, nutrition, and the ability to apply this knowledge to establish and maintain human performance data repositories and protocols is preferred. Must be able to operate ETMS2. Must understand DPAS and equipment management or can learn and utilize DPAS within 18 months of employment. Military service preferred.

Experience working with collegiate or professional athletics preferred. Multi-sport athletic experience preferred. Experience working with special operations preferred, collegiate and/or professional athletics and teams, military service members, units, and teams preferred. Ability to work with diverse stakeholders who posses varying levels of health, wellness, prevention, and performance knowledge preferred. Must have the ability critically analyze and evaluate the efficacy and utility of systems, methods, programs, equipment, and technology. Must demonstrate the capability to design processes and documents outlining how systems will function and how equipment and technology will be utilized and integrated. Ability to think critically and draw conclusions through developing and utilizing appropriate data collection, management, and analysis techniques to produce valid and reliable findings, devise recommended solutions, and report in briefings and papers suitable for leadership. Presents written and verbal communications in a clear, concise, and understandable manner for a diverse audience in various settings is preferred. The ability to lead project teams, originate new ideas, projects, and methodologies; and execute projects and/or studies within established financial and/or time constraints is desired.
