    Job Description Summary:

    The Recreation Specialist I assists with the marketing, advertising and acquisition of space for Recreation Council programs. They will be responsible for creating check-in sheets, requesting program supplies, developing a budget, providing registration information for publicity and marketing and leading Harford County Government recreational programs. This position also performs administrative tasks.

    Salary Range: $41,820.00-$111,539.00

    BUDGETED SALARY: $45,500.00

    Essential Duties:
    • Assists in developing seasonal program schedules, activities, and special events that meet community needs and interests.
    • Leads and supervises participants during programs, ensuring a safe, inclusive, and enjoyable environment.
    • Provides excellent customer service by responding to participant inquiries, resolving concerns, and assisting with program registration.
    • Sets up, breaks down, and maintains recreational equipment, supplies, and facilities before and after programs and events.
    • Monitors program attendance and maintain accurate participation records and reports.
    • Enforces department policies, facility rules, and safety procedures.
    • Performs routine inspections of recreational equipment and facilities; reports maintenance or safety concerns.
    • Assists with promoting recreation programs through flyers, social media, and community outreach efforts.
    • Coordinates with community organizations, schools, volunteers, and vendors to support recreational programming.
    • Assists with budgeting, purchasing supplies, and inventory management for assigned programs.
    • Evaluates programs through participant feedback and recommends improvements to enhance services.
    • Performs administrative functions such as answering phones, compiling reports, composing correspondence, maintaining records, and revising and developing forms
    • Operates County vehicles and recreational equipment as required.
    • Attends staff meetings, training sessions, and professional development opportunities.
    • Performs other related duties as assigned.

    Years of Experience:
    Four (4) years' experience (paid or voluntary) in working with the public in a recreational environment such as a sports coach, recreation council, or related capacity.

    Years of Supervisory Experience:
    None

    Education:
    High School Diploma or equivalent

    Applicants may substitute a bachelor's degree in recreation or a related field for the required experience.

    Certifications, Licensures, and Examinations:

    Within 6 months of hire;
    Automated External Defibrillator (AED) (Required); Certification in Cardiopulmonary Resuscitation (CPR) (Required); First-Aid Certification (Required)

    Possession of a valid Class "C" non-commercial driver's license with no more than three (3) points. Be advised this position requires a valid driver's license.

    Knowledge, Skills, and Abilities:
    • Knowledge of administrative and clerical procedures and practices.
    • Knowledge of recreation principles, practices, and program development.
    • Knowledge of basic budgeting principles and the ability to monitor and manage program budgets.
    • Knowledge of customer service principles and the ability to provide courteous, professional service to internal and external customers.
    • Knowledge of Microsoft Office applications, including Word, Excel, Outlook, and PowerPoint.
    • Ability to accurately proofread documents and maintain attention to detail.
    • Ability to perform data entry and maintain accurate records.
    • Ability to communicate effectively, both orally and in writing, with diverse audiences.
    • Strong interpersonal skills with the ability to establish and maintain effective working relationships with participants, coworkers, volunteers, community organizations, and the public.
    • Ability to interpret and follow written and verbal instructions, including policies, procedures, and Standard Operating Procedures (SOPs).
    • Ability to organize work, prioritize multiple assignments, and meet established deadlines.
    • Ability to anticipate issues, exercise sound judgment, and adapt to changing priorities.
    • Ability to develop work schedules, coordinate program activities, and assign, monitor, and review the work of staff and volunteers, as assigned.
