Job Description

Recreation Supervisor- Adaptive Programs, Senior Programs, Special Events, and Facility Operations

The Recreation Supervisor is responsible for planning, developing, implementing, coordinating, and evaluating a diverse portfolio of recreational programs, services, events, and facility operations that enhance the quality of life for residents and visitors. This position provides leadership and oversight for adaptive recreation programming, senior adult programming, community special events, customer service operations, facility support services, social media communications, website content management, and assigned recreation facilities.

The Recreation Supervisor directly supervises assigned personnel, including recreation staff, front desk customer service personnel, custodial staff assigned to Hometown Heroes Park, part-time employees, seasonal employees, volunteers, contractors, and event support personnel. The position ensures that programs and facilities operate safely, efficiently, and in accordance with departmental goals, City policies, and applicable regulations.

This position develops innovative programming opportunities that promote inclusion, accessibility, wellness, community engagement, and lifelong recreation. The Recreation Supervisor serves as a liaison between the department, community organizations, citizens, vendors, and stakeholders while ensuring exceptional customer service and positive public relations. Responsibilities include budget administration, program evaluation, marketing and communications oversight, staff development, contract administration, facility scheduling, and operational planning.

The Recreation Supervisor exercises considerable independent judgment and initiative in carrying out assigned responsibilities and is expected to make recommendations regarding program improvements, operational efficiencies, and strategic initiatives. Duties and responsibilities may be modified at any time to meet the needs of the organization.

Job Functions

  • Plan, organize, implement, supervise, and evaluate adaptive recreation programs designed to meet the needs of individuals with disabilities and special populations.
  • Develop, coordinate, and oversee senior adult recreation, wellness, educational, cultural, and social engagement programs.
  • Plan, coordinate, and administer City-sponsored special events, festivals, celebrations, community outreach events, and other public gatherings.
  • Manage facility operations and programming activities associated with assigned recreation facilities and Hometown Heroes Park.
  • Supervise, schedule, train, evaluate, and develop full-time, part-time, seasonal, volunteer, and contract personnel.
  • Direct and oversee custodial operations assigned to Hometown Heroes Park to ensure facilities are clean, safe, attractive, and operational.
  • Oversee front desk operations and customer service functions, ensuring a positive experience for citizens, participants, and visitors.
  • Resolve customer concerns, complaints, and service requests in a professional and timely manner.
  • Manage program registration processes, facility reservations, rentals, and customer transactions.
  • Develop and administer program budgets, monitor expenditures, prepare financial reports, and recommend budgetary improvements.
  • Monitor program performance metrics and participant feedback to assess effectiveness and identify opportunities for improvement.
  • Develop marketing strategies to increase participation and community awareness of recreation programs and events.
  • Supervise and coordinate departmental social media platforms, ensuring timely, accurate, and engaging communication with the public.
  • Oversee content management and maintenance of the department website, ensuring information remains current, accurate, accessible, and user-friendly.
  • Coordinate with internal departments, community organizations, schools, nonprofit agencies, sponsors, and vendors to support program delivery and event success.
  • Prepare reports, presentations, promotional materials, grant information, contracts, and correspondence.
  • Ensure compliance with safety standards, accessibility requirements, departmental policies, and applicable federal, state, and local regulations.
  • Participate in strategic planning, goal development, and continuous improvement initiatives for the Parks and Recreation Department.
  • Assist with emergency management activities and community response efforts when assigned.
  • Attend meetings, workshops, conferences, and professional development activities.
  • Perform all other duties as assigned.

Qualifications

  • Bachelors degree in Recreation Administration, Parks and Recreation Management, Public Administration, Event Management, Communications, Marketing, Business Administration, or a closely related field.
  • Minimum of three (3) years of progressively responsible experience in recreation programming, community services, special events, facility management, customer service operations, or a related field.
  • Minimum of one (1) year of supervisory or lead experience.
  • Valid Texas Drivers License or ability to obtain one within a timeframe established by the City.

Any equivalent combination of education, training, and experience that provides the required knowledge, skills, and abilities may be considered. Relevant experience may be substituted for formal education when appropriate.

Preferred Qualifications

  • Certified Parks and Recreation Professional (CPRP) certification.
  • Experience administering adaptive recreation programs.
  • Experience coordinating senior adult programming.
  • Experience managing community-wide special events.
  • Experience supervising facility operations and custodial services.
  • Experience managing social media platforms and website content.
  • Experience with recreation management software and registration systems.
  • Experience preparing and managing departmental budgets.
  • Municipal government experience.
