SUMMARY
Reporting to the Recruitment Manager, the recruiter is responsible for the full recruitment lifecycle and related HRIS tasks and administration for the agency. This position will handle activities designed to maintain effective recruitment strategies through uniform application of the agencys policies and practices and provide day-to-day recruitment support to hiring directors/managers with open positions across multiple sites and a wide variety of roles.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Responsible for all stages of the recruitment process, from initiation to hire, including:
Collaborate with hiring directors/managers, Finance, and HR Team to track open positions by site and program, new program positions, replacements, and recent hires
Collaborate with hiring directors/managers to revise job descriptions, postings and recruiting sources to ensure accuracy and marketability, and to ensure understanding of staffing needs and requirements
Foster effective relationships with directors/managers and their staff; resolve recruitment- related problems, and provide effective utilization of recruitment tools and positive employee relations
Review and evaluate current recruiting sources, online and local, and establish new ones as needed
Ensure all screening activities are adequately documented, from posting to the closing of each position
Work with candidates and hiring directors/managers to conduct reference and license checks, determine start dates, provide acceptance letters, and oversee post-offer background checks and TB tests
Complete all pre-and post-hire tasks, including timely entry of information into applicant tracking system (ATS), document management system, and payroll databases to ensure accurate record keeping
Prepare and/or update periodic reports of recruitment-related activities
Research, schedule and attend relevant job fairs and recruitment events in Los Angeles County
Assist with researching, establishing, and maintaining agency compensation program, understanding the market for competitive pay, contract, and budget requirements, and helping to ensure pay rates are fair and equitable to retain and recruit employees.
Review and process related invoices; resolve discrepancies to ensure accuracy and timely payment
Schedule new employee orientation, providing hiring directors/managers, newly-hired employees and HR Team with all relevant information
Develop and present recruitment, diversity and other HR training as needed
Along with others, conduct new employee orientation on a rotating basis
Follow and administer policies, procedures, and processes to ensure the organization complies with all applicable laws and regulations.
Manage and maintain recruitment records required for Affirmative Action Plans (AAPs), job functions, contracts, funders, and other regulatory compliance
Maintain thorough knowledge of current federal, state, and local regulations and requirements regarding recruitment
QUALIFICATIONS
High school degree required; Bachelor's degree, or equivalent combination of education and experience, preferred
Minimum two years experience in recruitment and working with ATS and/or HRIS databases
Strong knowledge and understanding of full-cycle recruiting, discrimination in employment, wage and hour requirements, and related state and federal laws and regulations
Demonstrated client service orientation
Able to maintain strict confidentiality
Able to both verbally and in writing effectively communicate with, guide, problem-solve, and present facts and recommendations to all levels of employees
Able to collect, compile and analyze facts and exercise sound judgment in arriving at conclusions and translating observations and results in clear, concise reports
Able to be precise, thorough, and detail oriented, with excellent time management and organizational skills
Able to learn and work proficiently in several HRIS databases
Able to demonstrate proficiency in Word, Excel, Shared Documents, OneDrive, SharePoint, PowerPoint, DocuSign
Preferred Qualifications
PHR or CA-PHR certification
Proficiency of Dayforce or Ceridian applicant tracking systems
Experience with Affirmative Action Programs
Knowledge of or experience working with those living with mental illness and/or substance addictions
Minimum 30 WPM typing
Bilingual Spanish
