Description of Work

The HR Tech II / Recruiter is responsible for managing mid-level recruitment activities, supporting HR technology platforms, and ensuring smooth HR operations. This role serves as a subject-matter resource for HR systems, provides guidance to hiring managers, and contributes to workforce planning and process improvement. The HR Tech II / Recruiter performs full-cycle recruiting for a range of positions, ensuring compliance and delivering a positive candidate experience.

Key Responsibilities:

• Manage full-cycle recruitment for assigned positions, including job posting, candidate sourcing, interviewing, selection, and offer support.
• Provide specialized knowledge and support for HR technologies, including ATS,
• Partner with hiring managers to understand staffing needs, advise on recruitment strategies, and ensure timely, compliant hiring practices.
• Develop and maintain talent pipelines for recurring roles using sourcing tools, networking, referrals, and professional platforms.
• Review and screen applicants, conduct phone interviews, coordinate hiring teams, and facilitate decision-making.
• Support and maintain data integrity across HR systems, ensuring accurate recordkeeping and reporting.
• Participate in HR projects such as system implementations, process redesign, data cleanup, compliance initiatives, or employee experience enhancements.
• Mentor HR Tech I roles or interns by providing guidance on processes, technology, and recruitment best practices.

Knowledge Skills and Abilities/Management Preferences

Salary Range: $37,377 - $65,408

The DHHS Division of Human Resources is responsible for strategic and tactical human capital management within DHHS including compliance with all federal and state rules and regulations affecting employee relations, recruitment/selection, job evaluation, salary administration, benefits, workers compensation, safety, and core staff development.

Minimum Education and Experience

Associate's degree, typically in Human Resources or relevant field from an appropriately accredited institution and 1 year of experience required; or 2 years of progressive experience in Human Resources.
