Job Title: Recruitment Manager

Job Type: Full-Time

Compensation: $75,000-$80,000

Job Description:

We are looking for a highly motivated Recruitment Manager to lead and oversee a team of recruiters in managing the full life cycle of recruiting and onboarding for Home Health Aides (HHAs) and Personal Care Aides (PCAs). This role will focus on ensuring that all recruitment and onboarding activities are executed in compliance with industry regulations while utilizing Workday to manage these processes.

As a Recruitment Manager, you will be responsible for meeting weekly hiring metrics, leading the field recruitment efforts on Long Island and ensuring that all hires comply with homecare industry standards and regulations. You will lead your team of recruiters while also personally contributing to the recruitment, hiring, and onboarding processes, with a strong focus on compliance at every step.

Key Responsibilities:

Leadership & Strategy:

  • Oversee and manage a team of recruiters, ensuring they meet weekly recruitment targets for HHAs and PCAs.
  • Lead the development and execution of field recruitment strategies, focusing on high-volume recruitment on Long Island.
  • Guide recruiters in sourcing, interviewing, and hiring qualified candidates, ensuring all processes comply with homecare industry standards and regulations.
  • Mentor and coach team members to foster growth, motivation, and accountability in a high-performance environment.

Full Life Cycle Recruitment & Onboarding:

  • Manage the entire recruitment process, from sourcing and interviewing to hiring and onboarding, ensuring full compliance with homecare industry regulations.
  • Conduct interviews and screenings to assess the qualifications and suitability of candidates in alignment with state and federal homecare regulations (e.g., background checks, certifications, etc.).
  • Utilize Workday to post job openings, track applications, manage interviews, and process new hires, ensuring compliance throughout the system.
  • Ensure that all candidates meet required certifications, training, and licensure standards for HHAs and PCAs before hiring.
  • Lead onboarding efforts in Workday, ensuring that new hires complete all necessary compliance steps, including mandatory training, background checks, and document submissions, in line with regulatory requirements.

Compliance with Homecare Industry Regulations:

  • Ensure all recruitment practices align with federal, state, and local regulations governing homecare staffing (e.g., the Fair Labor Standards Act, HIPAA, state-specific licensing, and certification requirements for HHAs and PCAs).
  • Stay up to date with changes in homecare compliance laws and regulations, ensuring that all recruitment and onboarding processes remain in full compliance.
  • Review and monitor the team’s adherence to compliance standards, taking corrective action if needed to ensure regulatory compliance.
  • Ensure all documentation required for compliance, such as criminal background checks, reference checks, and certifications, are completed and stored correctly in Workday.
  • Work closely with the compliance team to ensure all new hires are fully compliant before they begin working with clients.

Team Development & Performance Management:

  • Set clear recruitment goals for both the team and individual recruiters, tracking progress and adjusting strategies as needed to meet targets.
  • Provide regular coaching and feedback to team members to enhance their recruiting skills and ensure they maintain compliance standards in all aspects of their work.
  • Foster a collaborative team environment that emphasizes accountability, professionalism, and compliance in all recruitment and onboarding processes.

Field Recruitment & Community Engagement:

  • Oversee field recruitment efforts across Long Island, attending local job fairs, hosting community outreach events, and developing relationships with local organizations and training centers.
  • Identify new avenues for sourcing qualified candidates, ensuring a consistent pipeline of HHAs and PCAs who meet compliance and training standards.
  • Build relationships with local schools, training programs, and community organizations to develop a steady stream of qualified candidates.

Reporting & Analytics:

  • Use Workday to track and report on key recruitment metrics, including time-to-fill, candidate quality, and compliance with onboarding requirements.
  • Regularly report to senior leadership on team performance, recruitment progress, and any compliance-related issues.
  • Analyze trends and make recommendations for improvements in recruitment strategies, compliance processes, and team performance.

Qualifications:

  • Proven experience in full life cycle recruitment. Healthcare experience preferred.
  • Working knowledge of compliance with state and federal regulations.
  • At least 3-5 years of recruitment experience, with 1-2 years of experience in a leadership role overseeing a team.
  • Strong knowledge of homecare industry regulations, including certification requirements for HHAs and PCAs, background check procedures, and compliance with labor laws (e.g., Fair Labor Standards Act, HIPAA).
  • Experience using Workday or similar Applicant Tracking System (ATS) to manage the recruitment and onboarding process.
  • Excellent communication, organizational, and interpersonal skills, with the ability to manage multiple priorities and recruit at high volumes.
  • Attention to detail with a focus on ensuring compliance in every aspect of the recruitment and onboarding process.
  • Valid driver’s license and ability to travel for field recruitment efforts across Long Island.
  • Ability to handle sensitive information and maintain confidentiality in compliance with HIPAA and other regulations.
