Youth Jobs Guarantee is a mandatory programme for 18-21 year olds who have been on Universal Credit for 18 months or more, providing a fully subsidised six month paid job of up to 25 hours per week at minimum wage.
What is the role about?
A Regional Employer Manager is responsible for the sourcing of placement opportunities for programme participants on Youth Jobs Guarantee across multiple areas within the employer market, ensuring service levels exceed employers' expectations. This involves securing placements for all participants referred to the programme 25 hours, paid for 6 months (fully funded to the employer).
Just some of your day-to-day responsibilities will include:
Business Development
Identifying new business opportunities and converts effectively across multiple sites, explaining fully the placement opportunity to participants and selling in the participant and opportunity to the employer.
Identifies other employer-led business opportunities when opportunities arise e.g. growth sectors
Maximises on repeating business and developing existing accounts.
Customer Service and Relationship Management
Educates operations teams and programme participants across multiple sites about opportunities available in key industry sectors.
Ensures all recruitment placement services are delivered in accordance to Key Performance Indicators (KPIs) identified within contract criteria.
Ensures employers' requirements and expectations are met at all times via Reed in Partnership.
Service Delivery and Recovery
Ensures information on placements are captured accurate on Reed in Partnership's database system and that they are communicated promptly to the operations teams
Offers the operations teams sufficient quality information to inform decision making on matching participants with Employers, including updating joint trackers
Ensures all outstanding employer opportunities are highlighted to the operations teams.
Post Placement Service and Support
In conjunction with Career Coaches, provides advice and guidance to ensure employers have sufficient understanding and access to support, to manage any in-work adjustments that may need to be made to accommodate participants with health conditions e.g., employer toolkits, management training etc.
Provides feedback to operations teams in a format agreed with management.
Collates and reports performance data to management team as and when required.

To be successful in this role, we are looking for someone with:
More than a year''s experience of and track record of success working in a business-to-business sales environment in an account management or business development role.
Experience of working as part of a service delivery team, in which the delivery of services you have sold is carried out by other individuals/teams with whom you have had to work effectively.
A minimum of 2 A-Levels or an equivalent Level 3 Diploma.
GCSE English Language at a minimum of a Grade B (or equivalent Level 2 qualification). OR achievement of a Level 2 in Literacy Assessment at interview stage.

Technical skills including good knowledge of local recruitment labour market, knowledge of employment legislation governing recruitment practices, analytical ability to use intelligence to maximise on business opportunities, very strong written and verbal communication skills, negotiation skills, accomplished networking skills, organisational and time management skills, ability to build professional relationships effectively.
Personal interests including interest in people and willing to go the extra mile.
Personal circumstances including willingness (and ability e.g., access to own car) to travel locally.
Desirable Criteria:
Experience of working in a performance target driven environment. Examples of such experience may include recruitment consultants or sales representatives.
Experience of working in business-to-business sales.
Experience of working in recruitment, publicly funded services, or other similar sectors.
Experience of the administration or delivery of recruitment or assessment processes.
Experience of working with disadvantaged client groups in the delivery of customer services. These client groups include young people (NEETs), incapacity benefit claimants, and single parents, those with criminal records, mental and/or physical health conditions or disabilities, ex-services, specific ethnic minority, or faith groups.
Direct previous experience of a similar role. Roles considered to be similar include the role of Regional Employer Manager on a publicly funded service.
Personal interests including interest in career and personal development.
Personal circumstances including willingness to work flexible hours.
Other desirable criteria including pre-existing network of employer contacts in the Regional Employer Manager area; the ability to use qualitative mechanisms to deliver continuous improvement to service delivery; a pro-active ''can-do'' attitude; a track record of driving positive change and the ability to work under own initiative and think outside the box.
