Examples of Duties

Under general direction, provides administrative and operational support to assigned department or division. Prepares routine communications including memos, correspondence, emails, reports, and other documents. Performs data entry and assists with compiling and organizing information. Maintains and updates office records, files, and documentation. Assists with coordinating projects, assignments, and departmental activities. Schedules meetings and responds to routine inquiries. Utilizes standard office software and systems to complete assigned tasks. Performs related duties as required.

Minimum Qualifications

  • Associates Degree in Business or Public Administration or closely related field preferred.
  • Two years of full-time paid experience in government or private industry office administration required, or any equivalent combination of education, training and experience may substitute for each year of college education lacking.
  • Proficiency in office software (such as Microsoft Office, including Word, Excel and Outlook).
  • Strong organizational, written and verbal communicatoin skills with attention to detail.

About CD:

The Department of Community Development ("CD" or "the Department" or "we" or "us") is the City's core unit dedicated to designing and implementing programs that help to improve our neighborhoods, community networks and social structures, reduce and mitigate safety and health

risks related to occupied and vacant properties and coordinating with internal government units and external parties to help address housing shortfalls and homelessness matters. Our mission is to improve the quality of life in the City of Cleveland by strengthening our neighborhoods

through successful housing rehabilitation efforts, commercial rehabilitation efforts, new housing construction, homeownership, and community focused human services. As a result, CD is the City's lead department for implementation of more than $30 million in annual funding received

from the U.S. Department of Housing and Urban Development (HUD), including funding for the Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME) Program, Emergency Solutions Grant (ESG), and the Housing Opportunities for Persons with AIDS (HOPWA) Program.

CD consists of the following primary operating units (OUs)

  • Bureau of Program Operations;
  • Bureau of Community Programming;
  • Bureau of Residential Improvement; and
  • Bureau of Enterprise Operations;

The above OUs are led by Bureau Chiefs, who report to the Department's Assistant Directors.

Departmental Duties:

The Department of Community Development is seeking a Community Development Specialist who will serve as a member of the team implementing programs, coordinating and collaborating with members of the public seeking services, and helping to execute tasks on a day-to-day basis that support the Department's goals, vision, and program and administrative needs. The Community Development Specialist is an entry-level position working under day-to-day supervision of a manager or higher-level position, where the Community Development Specialist has been assigned by the Director of Community Development.

The Community Development Specialist will reside in a major OU for the Department and be assigned to multiple tasks and projects. Principal duties and responsibilities of the position will include one or more of the following tasks:

  • Responding to questions, calls and emails from the public and program partners;
  • Assisting residents in navigating City Hall and partner organization's programs
  • Developing and delivering presentations;
  • Developing and documenting procedures, program communications and documents, and correspondence;
  • Processing program applications;
  • Various analyses as requested by directors, managers, and supervisors; Planning and coordinating community events;
  • Conducting site visits, researching property history, planning for property improvements, acquisitions, and dispositions;
  • Researching, accumulating and generating data needed for reporting purposes; and Other duties as assigned and required for program implementation.

Preferred Qualification:

  • Bilingual in English and Spanish, able to understand and communicate effectively with Spanish

speaking residents
