The anticipated starting annual salary for this position is $70,056.00

This position is in office, with the flexibility to work remotely as business needs support, pursuant to the department's Alternative Workplace Solutions policy.

Qualifications

Education and Experience: Graduation from an accredited college or university with a bachelor's degree and at least three years of full-time work experience in accounting, finance, budget, or related fields.

OR

Master's degree with concentration in business, accounting, or finance and at least one year of full-time related work experience.

Overview

The department is seeking a Regional Finance Consultant to support local implementation of Tennessee's student-based funding formula, the Tennessee Investment in Student Achievement (TISA). Following the formula's launch in spring 2023 and full implementation during the 2023-24 fiscal year, school districts across the state experienced significant changes in financial planning, budgeting, reporting, and stakeholder engagement. This position will provide professional development and technical assistance to district leaders, finance teams, and other stakeholders to strengthen understanding of TISA and support strategic, transparent financial decision-making.

The Regional Finance Consultant will assist districts with budgeting, accounting, reporting, and stakeholder engagement by developing best-practice resources, providing on-site and virtual support, and helping districts align financial processes with TISA requirements. Responsibilities include supporting strategic budgeting approaches, implementing cost-center accounting practices, enhancing financial reporting and communication strategies, facilitating stakeholder engagement efforts, and supporting state-level financial reporting and data analysis. The consultant will serve assigned districts in a fast-paced environment while providing training and guidance on accounting, fiscal compliance, and financial management best practices.

Responsibilities

• Provide fiscal support and guidance to school district finance and federal programs offices.
• Deliver professional development and training to district finance staff on accounting, budgeting, financial reporting, fiscal compliance, and TISA implementation.
• Partner with district leaders, finance personnel, and other stakeholders to provide proactive and responsive technical assistance related to budgeting, accounting, reporting, and financial management.
• Support districts in developing strategic budgeting practices that align resources to student needs and TISA funding requirements.
• Assist districts in implementing cost-center accounting methodologies and other financial management practices that promote transparency and accurate reporting by school, location, and initiative.
• Develop and maintain best-practice resources, guidance documents, training materials, and tools to support local implementation of TISA and related financial requirements.
• Monitor school districts for fiscal compliance with federal grant requirements, including ESSA, IDEA, Perkins V, and other applicable federal and state regulations.
• Support districts in preparing, maintaining, and interpreting financial reports to promote transparency, informed decision-making, and compliance with reporting requirements.
• Assist with state-level financial reporting by translating local financial data into statewide reporting frameworks and facilitating continuous improvement of reporting processes.
• Support district stakeholder engagement efforts by developing presentation templates, communication materials, and other resources that help explain financial decisions, outcomes, and funding allocations.
• Provide exceptional customer service and build collaborative relationships with school district personnel, state agencies, and other stakeholders.
• Conduct on-site and virtual consultations, trainings, and technical support visits for assigned districts.
• Analyze financial data and recommend strategies to improve budgeting, reporting, compliance, and operational effectiveness.
• Support special projects, initiatives, and other duties as assigned to advance divisional and departmental priorities.
