POSITION OVERVIEW The Registrar 2 holds primary responsibility for providing advanced clerical support and maintaining student educational records in collaboration with the school counseling staff at a high school. The workload aligns with the school cycle, from enrollment through graduation and/or matriculation from one grade to another, requiring considerable independence in scheduling tasks to maximize efficiency. Each registrar maintains the confidentiality of student records in accordance with state and federal requirements and handles confidential information with the utmost discretion and tact.
The Registrar 2 performs varied duties related to student registration, transfers, course scheduling, and maintenance of student records, but also completes frequent reviews of transcripts to identify and correct discrepancies, in addition to duties for the graduation process that occur throughout the school year. The job class applies specialized procedures to manage registration processes and maintain communication with other school systems, colleges, universities, national testing services, and employers. Significant judgment is exercised in the release of student records. The position adheres to the record retention and disposition procedures in accordance with the Maryland Student Records System Manual.
ESSENTIAL FUNCTIONS Maintains Student Records: Ensures student cumulative files meet MSDE compliance standards. Maintains accurate and confidential student records in the Student Information System (SIS). Enters, updates, and verifies student data (e.g., personal info, enrollment, transportation). Processes annual Student Information Card updates. Adheres to the record retention and disposition procedures in accordance with the - Maryland Student Records System Manual. Ensures compliance with state and district data entry standards and requirements (e.g. COMAR). Run and review reports regularly to ensure accuracy and resolve any discrepancies between student record files and system.
Processes Enrollments & Withdrawals: Assists parents/guardians with registration and enrollment. Verifies and collects required documentation: proof of residency, birth certificates, immunization records, prior school records, special education status, custody paperwork, etc. Ensures timely and accurate updates to student enrollments, withdrawals, and transfers. Regularly register students for virtual classes throughout the school year as well as for summer virtual classes.
Validates Transcripts & Processes Records Requests: Prepares and processes official transcripts. Responds to authorized record requests from schools, agencies, or employers. Verifies enrollment and attendance for external entities (e.g., Social Services, insurance, military).
Facilitates and Verifies Academic Reporting: Run and verify grade reporting in the system. Processes progress reports and report cards each quarter. Communicates with staff regarding report card procedures and timelines. Prepares grade verification sheets and distributes IPRs and report cards. Frequently run reports for areas such as GPA, ranking, awards, dual enrollment and virtual student lists, and transcripts to verify accuracy and correct discrepancies (missing credits, course changes etc.). Generates and verifies student ineligibility lists. Inputs and verifies Dual Enrollment grades. Processes grade changes, updates transcripts, and maintains accurate academic history.
Assists with Compliance & State Reporting: Provides school report for September 30th count for accurate federal, state, and local funding. Verifies local, state and national assessment data is entered accurately into SIS.
Organizes Awards & Graduation Documents: Knowledgeable of the state and district graduation requirements. Updates graduation eligibility, diploma types, and program status (e.g., Learning for Life) in SIS. Reviews senior records for graduation and certifies diploma eligibility. Tracks academic awards (i.e. Honor Roll, Academic Excellence, Maryland Scholars, Seal of Biliteracy, etc.) by running and verifying reports. Assists with senior awards and graduation preparation. Prepares graduation packets (diplomas, transcripts, health records, IEPs if applicable). Orders diplomas, certificates, cords, and pins. Other duties as assigned.

REQUIRED QUALIFICATIONS Education/Training/Experience: High school diploma or equivalent (G.E.D.). Four (4) years of clerical experience with at least 1 year equivalent to the Registrar 1 level.

PREFERRED QUALIFICATIONS Education/Training/Experience: Associate degree Clerical experience in a public or private school setting. Experience working with families whose primary language is not English. Bilingual skills. Working knowledge of electronic student information and reporting software. Willingness to undergo relevant training for position responsibilities, such as Title III assessment and pre-enrollment training. Familiarity with the FCPS' policies, goals and programs.

Skilled in maintaining accurate records and managing both digital and physical student files. Able to develop and follow procedures to ensure data privacy and security. Able to communicate effectively and professionally, both written and orally, with all stakeholders. Able to communicate services provided by the counseling office including, but not limited to enrollment and withdrawal procedures and graduation requirements. Capable of interpreting and explaining district and state procedures related to enrollment and student records. Builds trusting relationships with students, families, staff, and community members.
