Regulatory Director
Overview
TRS Staffing Solutions is seeking a
Regulatory Director
to provide strategic leadership for pipeline safety, regulatory compliance, and operations management system initiatives within a growing energy infrastructure organization. This position offers an opportunity to lead a high-performing, multi-functional team responsible for ensuring regulatory compliance, operational excellence, and continuous improvement across multiple operating regions.
The successful candidate will drive regulatory strategy, oversee compliance programs, support business growth initiatives, and collaborate closely with executive leadership, operations, engineering, legal, and commercial teams. This role combines organizational leadership, regulatory expertise, risk management, and strategic planning in a dynamic operational environment.
Key Responsibilities
Regulatory Compliance & Pipeline Safety
+ Provide leadership and oversight for pipeline safety and regulatory compliance programs.
+ Ensure compliance with federal, state, and local regulatory requirements.
+ Monitor emerging regulatory developments and industry trends and translate them into actionable business strategies.
+ Develop and implement compliance processes, standards, and procedures that support long-term operational excellence.
+ Maintain strong working relationships with regulatory agencies and represent the organization during audits, inspections, and industry meetings.
+ Lead regulatory risk assessments and identify proactive compliance improvement opportunities.
Operations Management System (OMS) Leadership
+ Oversee governance, implementation, and continuous improvement of the Operations Management System (OMS).
+ Drive company-wide adoption of management system principles and best practices.
+ Establish and maintain audit, corrective action, and continuous improvement processes.
+ Develop key performance indicators and management review processes to measure effectiveness and performance.
+ Ensure lessons learned, incident findings, and operational improvements are integrated into the management system framework.
Strategic Leadership & Organizational Development
+ Lead and develop managers and functional leaders within the regulatory organization.
+ Build organizational capability through coaching, mentoring, succession planning, and leadership development.
+ Foster a culture of accountability, collaboration, and continuous improvement.
+ Establish performance expectations and drive measurable business results.
+ Support change management initiatives and organizational growth strategies.
Business Partnership & Risk Management
+ Partner with Operations, Engineering, Commercial, Finance, and Legal teams to align regulatory priorities with business objectives.
+ Support acquisition and divestiture activities through regulatory due diligence and risk assessments.
+ Evaluate operational and regulatory risks and develop effective mitigation strategies.
+ Provide executive leadership with strategic recommendations on regulatory and operational matters.
+ Prepare and deliver presentations and reports for senior management and key stakeholders.
Continuous Improvement & Performance Excellence
+ Identify opportunities to improve regulatory compliance, operational reliability, safety performance, and environmental stewardship.
+ Drive performance improvement initiatives across both corporate and field operations.
+ Promote best practices and operational excellence throughout the organization.
+ Support enterprise-wide efforts focused on risk reduction and sustainable business performance.
Required Qualifications
+ Bachelor's Degree in Engineering, Environmental Science, Safety, or a related technical discipline.
+ Minimum 15 years of relevant industry experience.
+ Minimum 3 years of leadership experience managing managers or multi-functional teams at a senior management level.
+ Experience within the oil and gas industry required.
+ Strong understanding of pipeline safety regulations and compliance programs.
+ Working knowledge of PHMSA and FERC regulatory requirements.
+ Experience with operations management systems, pipeline safety management systems (PSMS), and continuous improvement programs.
+ Proven experience interacting with regulatory agencies and external stakeholders.
+ Demonstrated success leading organizational and process improvement initiatives.
+ Strong strategic thinking, leadership, and decision-making skills.
+ Excellent communication, presentation, and relationship management abilities.
Preferred Qualifications
+ Experience supporting midstream energy operations.
+ Multi-state regulatory compliance experience.
+ Experience with acquisitions, divestitures, and regulatory due diligence activities.
+ Professional certifications related to safety, compliance, regulatory affairs, or management systems.
+ Experience leading enterprise management system audits and governance programs.
+ Strong background in operational risk management and performance improvement.
Work Environment
+ Hybrid work schedule with a combination of office and remote work opportunities.
+ Approximately 25-30% travel required.
+ Direct interaction with executive leadership, regulatory agencies, and operational teams.
+ High-impact leadership role supporting multi-site operations and strategic business initiatives.
