Position Overview:
The Regulatory Research Analyst supports JSI's Regulatory Affairs Department by researching, monitoring, analyzing, and summarizing federal and state telecommunications, broadband, public utility, and regulatory developments. This is a research and writing role: the analyst reviews statutes, rules, orders, and other source materials, identifies relevant changes, and translates complex information into clear, practical guidance — while helping keep JSI's regulatory databases, briefings, and knowledge resources accurate, current, and useful. The role suits someone detail-oriented, curious, and able to manage multiple priorities.

Responsibilities
Research and Analysis
- Monitor, research, review, and summarize federal and state telecommunications, broadband, public utility, and regulatory developments relevant to JSI's databases, internal teams, and clients.
- Review, classify, and summarize governmental source materials — statutes, regulations, commission orders, notices, and guidance — identifying relevant changes.
- Collaborate with team members to evaluate emerging regulatory topics and client research needs.
Writing and Briefings
- Draft and edit regulatory briefings, summaries, research notes, and client guidance that explain complex regulatory and policy developments in clear, concise language.
- Develop and maintain internal documentation, process instructions, client-facing materials, and training or educational content as needed.
Database and Content Quality
- Maintain JSI's regulatory databases, dashboards, and knowledge resources, and other current or future department tools.
- Conduct data-quality audits to confirm that database entries, regulatory summaries, and related content are accurate, current, and consistent.
- Prepare and categorize information for upload into databases and dashboards, including supporting data analysis and spreadsheet review.
- Identify data gaps, workflow issues, and opportunities to improve the accuracy, usability, and value of JSI's databases and research.
Collaboration and Support
- Provide internal and, where appropriate, client support related to JSI's databases and research — responding to questions, researching issues, and helping resolve content concerns.
- Participate in team meetings, project reviews, and department planning; provide status updates and escalate questions when guidance is needed.
- Partner across internal teams — including consultants and client services — to coordinate work and share insights.
- Use Microsoft 365 and approved automation or AI-enabled tools to improve research, tracking, documentation, and quality control.
Required Qualifications
- Four-year college degree required; degree in communications, business, public policy, political science, legal studies, regulatory affairs, or telecommunications preferred.
- Experience reviewing legal, regulatory, policy, or governmental documents preferred.
- Familiarity with state statutes, administrative codes, public utility commission materials, FCC rules, or other federal agency requirements preferred.
- Telecommunications, broadband, public utility, or regulatory experience strongly preferred; prior research, writing, data analysis, or knowledge-management experience a plus.
- Excellent written and verbal communication, including the ability to summarize complex information clearly and accurately.
- Strong analytical, research, and critical-thinking skills.
- Strong attention to detail and commitment to accuracy, consistency, and quality.
- Excellent organizational and time-management skills, with the ability to manage multiple priorities and meet deadlines.
- Ability to read and summarize statutes, regulations, agency orders, and other technical or governmental materials.
- Working knowledge of the telecommunications industry, including telecom policy and compliance.
- Curiosity, sound judgment, and comfort working independently in evolving systems and processes.
- Client-service orientation, with a proactive, problem-solving mindset and the ability to support internal stakeholders and clients professionally.
- Demonstrated ability to work cross-functionally and build strong working relationships across internal teams.

- Proficiency with Microsoft Office (Word, Excel, Outlook, Teams); experience with SharePoint, Power BI, Smartsheet, or AI-enabled and automation tools a plus.
