    Job Title: Remote Business Analyst – CMS ONC Interoperability (FHIR / ELT / Data Integration)

    Job ID: 19985-1 | Contract | 3+ Months

    Location: Remote (U.S. based only) – Prefer candidates local to Pittsburgh, PA (onsite 2–3 days/week may be required)

    Clearance Requirement: U.S. Citizenship required due to governmental/federal nature of the program

    About the Role:

    Sigma Systems Inc. is seeking a Remote Business Analyst to support a CMS ONC Interoperability initiative for a key client. This role focuses on enabling end-to-end healthcare data interoperability across clinical and administrative systems using FHIR standards, API-driven architectures, and modern ELT/ETL data pipelines.

    The ideal candidate will bridge business requirements and technical implementation—supporting data mapping, transformation logic, API validation, and interoperability workflows across complex healthcare ecosystems. This position requires strong fluency in data engineering concepts, healthcare data standards, and cross-functional stakeholder collaboration.

    Key Responsibilities:

    Data Pipelines & Integration Support

    • Manage and support ELT processes ensuring data quality, accuracy, and timely delivery across multiple source systems
    • Troubleshoot pipeline failures, ingestion issues, and data quality exceptions across cloud and on-prem environments
    • Support SmileCDR operations including configuration, monitoring, debugging, and deployment coordination

    FHIR / HL7 Interoperability

    • Map source systems to FHIR R4 resources, profiles, and implementation guides (e.g., PDex, Patient Access API, Provider Access API)
    • Validate FHIR transactions and APIs using tools such as Postman and SmileCDR
    • Support interoperability testing and standards compliance across healthcare data exchanges

    Business & Technical Analysis

    • Translate business requirements into data specifications, API requirements, and workflow designs
    • Perform system analysis, impact assessments, and data lineage documentation
    • Partner with architects and engineers on solution design and technical execution

    Testing & Quality Assurance

    • Conduct end-to-end validation of ELT pipelines, FHIR resources, and API payloads
    • Support manual and automated testing for data accuracy, schema changes, and interoperability compliance
    • Perform cross-system reconciliation and validation

    Customer & Stakeholder Engagement

    • Gather and refine requirements from internal and external stakeholders
    • Define acceptance criteria and support solution alignment
    • Communicate technical interoperability concepts to non-technical audiences

    Documentation & Governance

    • Develop detailed documentation including data mappings, business rules, data dictionaries, and SOPs
    • Support data governance, metadata management, and quality initiatives aligned with CMS ONC requirements

    Required Qualifications:

    • Bachelor's degree in Computer Science, Information Systems, Data Management, or related field (Master's preferred)
    • 5+ years of experience as a Business Analyst supporting data integration, APIs, or healthcare interoperability
    • Strong understanding of ELT/ETL processes, SQL, JSON, APIs, and data validation techniques
    • Hands-on experience with FHIR R4, HL7 standards, and healthcare datasets (claims, clinical, provider, member data, etc.)
    • Experience with data mapping, transformation logic, and source-to-target specifications
    • Strong communication, documentation, and stakeholder management skills

    Preferred Experience:

    • Hands-on experience with SmileCDR, HAPI FHIR, or similar interoperability platforms
    • Knowledge of CMS ONC Interoperability initiatives (Patient Access API, PDex, NDH, payer-to-payer exchange)
    • Exposure to Kafka / Confluent, Apache Flink, or streaming data frameworks
    • Experience with data observability tools (e.g., Monte Carlo)
    • Familiarity with modern data platforms such as Apache Iceberg, Starburst, or lakehouse architectures
    • Experience with dbt (data build tool) for transformation modeling and analytics workflows
    • Certifications such as CBAP, CCBA, or data engineering/interoperability credentials

    Additional Requirements:

    • Must be a U.S. Citizen
    • Must complete the Sr BA – Interoperability Assessment (Glider ID: Highmark-01010812) and include assessment link on resume
    • Prefer candidates located in or near Pittsburgh, PA (hybrid onsite requirement: 2–3 days/week possible)
