Help

  • Performs a broad range of highly complex and controversial qualitative and quantitative analyses of programs, policies, and issues which have a major impact on national deterrence policy in the development of protecting systems used in Joint warfighting mobilization, and similar operations or contingency plans.
  • Develops testing approaches to evaluate the effectiveness of new systems supporting war, mobilization, and similar operations or contingency plans.
  • Prepares position papers and presents high level briefings of conclusions; many being highly subjective and not readily susceptible to verification until actual operational situations are encountered.
  • Maintains a continuous liaison with Air Staff, other service headquarters counterparts, and other DOD offices to ensure that capability requirements development planning is consistent and integrated throughout the defense community.

  • Formal AFIT courses to include AF Acquisition 101 and Req 111.
  • This is a Term position Not to Exceed 2-years; The individual selected for this position may be extended or lead to a permanent position without further competition.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience includes using qualitative and quantitative methods to assess security operations for major events (e.g., mobilization, deployment, and war); evaluating airpower program goals, milestones, and planning effectiveness; designing and leading broad, critical operational studies; and effectively communicating and negotiating with management to implement recommendations that involve substantial resources and extensive procedural changes.

NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Knowledge of a wide range of qualitative and/or quantitative methods for the assessment of security operations and procedures for supporting major operations such as war, military operations other than war, mobilization, deployment.

  2. Knowledge of airpower program goals and objectives, the sequence and timing of key operational events, milestones, and methods of evaluating the effectiveness of planning actions as related to actual events.

  3. Knowledge of the relationship of the various Air Force entities involved in overall planning and execution of military operations and evaluations.

  4. Knowledge of the DoD and AF acquisition processes and requirements capability policies.

  5. Skill in designing and conducting comprehensive studies, and preparing solutions to especially broad, important, and critical operational and contingency areas.

  6. Ability to plan, organize, and lead others in studies or projects and to negotiate effectively with management to accept and implement recommendations, where the proposals involve substantial Air Force resources and require extensive changes in established concepts and procedures.

  7. Ability to communicate, both orally and in writing, to negotiate complex issues and maintain good working relations.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
