    About this position: Research Analyst/Management Analyst III    

    Location – Washington, DC

    Wage/Salary Range: $110k - $115k

    Essential Duties & Responsibilities

    • This position provides professional support for the United States Department of State (DOS), Office to Monitor and Combat Trafficking in Person (TIP). The Research Analyst provides support to the RPA team. The Contractor assists in research projects related to human trafficking, including the collection, structuring, and analysis of relevant data. The Contractor manages production of the annual Trafficking in Persons Report, including drafting country narratives, as needed.
    • Primary Deliverable 1 (99% Deliverables):
    1. Conducts qualitative and quantitative research on global human trafficking trends, government responses, and sector-specific issues (e.g., agriculture, fishing, logging, and mining).
    2. Prepares, edits, and formats written materials including TIP Report narratives, briefing memos, policy documents, letters, and internal reports.
    3. Compiles, tracks, and analyze statistical data on anti-trafficking efforts for internal performance reporting and external publication; creates data visualizations (charts, graphs).
    4. Coordinates the annual TIP Report production process, including layout/design review, proofreading, photo sourcing, and final publication with the Office of Global Publishing Solutions (GPS).
    5. Liaises with TIP leadership and external teams to manage report design and production milestones; briefs senior officials and conveys executive decisions.
    6. Supports planning and execution of TIP Report launch events and TIP-hosted engagements with delegations or international partners.
    7. Provides administrative and logistical support including scheduling, travel coordination (E2 Solutions, Carlson-Wagonlit), briefing materials preparation, note-taking, shredding, and pouching.
    8. Participates in international or domestic travel to support meetings, workshops, or official events as needed.

     

    Required (Minimum Necessary) Qualifications

    • Education Requirements: Bachelor’s degree in foreign relations or related subject
    • Level of Experience Requirements: 3+ years of experience of demonstrated strong analytical, writing, oral communication, and organizational skills
    • Must have Secret Clearance

     

    Knowledge, Skills, Abilities, and Other Characteristics

    • Strong written and verbal communication skills with the ability to explain complex topics concisely.
    • Demonstrated research and data analysis proficiency, including compiling and interpreting large datasets.
    • Proven experience in administrative functions, event coordination, and travel logistics in a government or international context.
    • High proficiency in Microsoft Office Suite (Word, Excel, PowerPoint) and Adobe tools; experience with Excel functions and statistical software (e.g., R, RStudio) is a plus.
    • Excellent organizational and interpersonal skills with the ability to liaise across offices and external organizations.
    • Ability to manage multiple projects with attention to detail and meet tight deadlines.
    • Experience supporting policy development, drafting legislation-related materials, or performing feasibility analyses is desirable.

    Physical Setting: The work under this task will take place in the following location:

    SA-9, Red Cross Building

    Washington, DC 20006

     

    Schedule and Flexibility: Domestic office hours are 8:15 a.m. to 5:00 p.m., Monday through Friday, with a non-reimbursable 45-minute lunch. However, an alternative work schedule, including but not limited to Telework and Alternate Work Schedule, mutually agreed upon by the COR or GTM and the resource may be implemented.

     

    Other Pertinent Work Details: Performance will include an average of 40 hours each week, for each position, 1,912 hours per performance period. This task order may require overtime (OT) when work requirements extend beyond 40 hours per week. All overtime shall be pre-approved with a request from the Government Manager to the COR for final approval.

     

    Additional Qualifying Factors

    As a condition of employment, you will be required to pass a pre-employment drug screening and have acceptable background check results. If applicable to the contract, you must also obtain and maintain the appropriate clearance levels required and must also be able to obtain access to military installations.
