Salary: $26.908654 / hour

Work Schedule: Monday - Friday

Primary Hours: 8:00 a.m. - 5:00 p.m.

Position Purpose

The purpose of the Research Analyst is to provide data-driven insights and strategic support through the collection, analysis, and interpretation of statistical data. This position is vital in optimizing agency operations by generating accurate reports, assisting with compliance audits, and resolving workflow and program-related issues. Through effective use of software tools and collaboration with internal stakeholders, the Research Analyst contributes to the achievement of the Oklahoma Health Care Authority's mission by ensuring program effectiveness, maintaining confidentiality, and supporting informed decision-making aligned with organizational goals.

Principal Activities May Include:

  • Coordinate reporting activities efficiently using Business Objects and other software tools to optimize staff time.

  • Produce, analyze, and interpret database reports for accuracy and clarity, utilizing various software applications.

  • Communicate professionally with stakeholders both orally and in writing, representing the organization in meetings, seminars, and training forums.

  • Coordinate compliance reporting, audits, and surveys within designated timeframes.

  • Research and resolve workflow, enrollment, and program-related issues promptly.

  • Prepare materials for analyzing agency operations, ensuring documentation completeness, and maintaining confidentiality.

  • Collaborate with staff to optimize software utilization for efficiency, providing training and support as needed.

  • Stay updated on policy revisions, legal regulations, and program updates, providing accurate information to stakeholders.

  • Identify, resolve, and report operational, contractual, and quality-related issues, making recommendations for improvement.

  • Maintain workflow during staff absences, serving as a backup for other programs and committees.

  • Process member enrollment, data corrections, and maintain tracking systems for documentation and program updates.

  • Assist in drafting staff reports, summarizing consultation meetings, and tracking state plan submissions to CMS.

  • Provide support and feedback to programs.

  • Maintain confidentiality and adhere to protected health information guidelines, ensuring minimum necessary access.

  • Perform assigned duties as necessary to support agency operations and program objectives.

  • Other duties as assigned.

Knowledge, Skills, Abilities and Competency Requirements

The Research Analyst requires strong analytical skills to evaluate data, proficiency in statistical methods and software for report generation, and the ability to communicate findings effectively to stakeholders. It also demands knowledge of agency policies, state and federal regulations, and the ability to coordinate across divisions for optimal program implementation. The Korn Ferry competencies that best fit this position are Tech Savvy (leveraging technology to enhance efficiency and effectiveness) and Ensures Accountability (holding self and others responsible for meeting commitments and achieving high standards of performance).

Position Structure

This post is intended to fill multiple positions within the Eligibility and Coverage Services/Insure Oklahoma division. Selected candidates will be assigned to a specific functional area at the time of hire, based on program need and candidate experience. Each track represents a distinct area of responsibility within the program.

Eligibility & Coverage Services Workflow Audits - This position focuses on auditing workflow tasks processed by staff to determine accuracy and understanding of the business processes within the unit. It also focuses on evaluating the quality, of the work performed by staff. This role ensures the workflow tasks adhere to best practices, state and federal policy, and regulatory requirements of the Medicaid program. Reporting - This position also focuses on running and developing reports to analyze performance data for the Medicaid member call unit. This information is used to identify trends, evaluate operational effectiveness, and support process improvements.

Insure Oklahoma Workflow Audits: Audit workflow tasks to ensure accuracy, quality, and compliance with business processes, Medicaid regulations, and state and federal policies. Identify discrepancies and recommend process improvements. Reporting: Develop and analyze Business Objects reports and ICE reports to reconcile errors and maintain data accuracy within the Insure Oklahoma program. Leadership: Serve as a lead resource for call center staff by providing support through chat and phone communications and assisting with daily operations and managerial backup duties. Finance: Process expenditures and accounts receivable transactions, reconcile employer subsidy payments, and resolve payment discrepancies in compliance with program guidelines.

Education and/or Experience:

  • A bachelor's degree which includes 9 semester hours in statistics, statistical research methods, economics, demographic or social research statistics. OR

  • An equivalent combination of education and experience.

Preference Qualifications Include:

  • Certifications in any of the following areas: Certification in Statistical Analysis or Data Science, Project Management Certification (PMP or CAPM), Certified Health Data Analyst (CHDA)

  • Proficiency in Business Intelligence tools

  • Advanced Excel Certification

Physical Demands and Work Environment

Work is typically performed in an office setting with climate-controlled settings and exposure to moderate noise levels. In the course of performing job duties, employees are required to speak, stand, walk, and reach with their hands and arms. This position requires extended periods of sitting and daily use of computers and phones. Employees must be willing to complete all job-related travel associated with this position. Being present at the office is an essential function of this position.
