Job Title: Resident Inspector - Water/Wastewater Treatment Plant Construction

Job Description

The Resident Inspector will serve as the on-site representative for a major water and wastewater treatment plant construction project. In this role, you oversee construction quality, monitor contractor performance, manage project documentation, and support schedule, payment, and change management activities. You work closely with contractors and project stakeholders to ensure the project is delivered safely, efficiently, and in accordance with plans, specifications, and regulatory requirements.

Responsibilities

  • Serve as the owner's on-site representative for water and wastewater treatment plant construction activities.
  • Monitor construction quality and verify that work complies with approved plans, specifications, codes, and standards.
  • Conduct regular site observations and inspections to document progress, identify issues, and track corrective actions.
  • Coordinate daily with contractors, construction teams, and project stakeholders to resolve field issues and maintain alignment on project goals.
  • Review construction documents, including plans, specifications, schedules, requests for information (RFIs), submittals, and change orders, and provide clear feedback.
  • Support schedule management by tracking progress, identifying potential delays, and communicating impacts to the project team.
  • Assist with payment processes by verifying quantities, reviewing contractor invoices, and confirming work completion for payment approval.
  • Contribute to change management activities by evaluating proposed changes, documenting impacts, and ensuring proper approvals.
  • Maintain thorough and accurate project documentation, including inspection reports, correspondence, logs, and records of field changes.
  • Communicate clearly and professionally with contractors, engineers, and stakeholders to report findings, raise concerns, and recommend solutions.
  • Support adherence to safety practices and site procedures while performing inspection and oversight duties.
  • Escalate significant quality, schedule, or cost issues to the project team and participate in developing mitigation strategies.

Essential Skills

  • Bachelor's degree in engineering or engineering technology and at least 5 years of qualifying engineering experience in the engineering or design field, or an associate's degree or technical school certification in a relevant technical curriculum (such as science, math, architecture, computing, or technical drafting) and at least 7 years of qualifying engineering experience in the engineering or design field.
  • Demonstrated experience in water and wastewater treatment plant construction management or inspection.
  • Strong experience in construction oversight and construction management, particularly for civil and wet utility projects.
  • Ability to review and interpret plans, specifications, construction schedules, RFIs, submittals, and change orders.
  • Engineer in Training (EIT) certificate preferred.
  • Proficiency in documenting construction activities, maintaining accurate records, and preparing clear inspection reports.
  • Strong communication skills, with the ability to convey technical information clearly in both written and verbal form.
  • Ability to work independently on-site and make sound judgments regarding construction quality and compliance.

Additional Skills & Qualifications

  • Professional Engineer (PE) license is a plus.
  • Experience working as a construction inspector on civil, wet utility, or similar infrastructure projects.
  • Familiarity with water and wastewater treatment plant processes and associated equipment.
  • Comfort working with contractors, design teams, and multiple stakeholders in a fast-paced project environment.
  • Strong organizational skills and attention to detail in managing documentation and project records.

Work Environment

This position is based full time on-site in Fredericksburg, VA at an active water and wastewater treatment plant construction project. You work primarily in the field, regularly observing and inspecting construction activities and interacting with contractors and project personnel. The environment involves typical construction site conditions, including outdoor work, exposure to ongoing construction operations, and adherence to site safety protocols and personal protective equipment requirements. This is a Contract to Hire position based out of Fredericksburg, VA.

Pay and Benefits

The pay range for this position is $40.00 - $60.00/hr.
