Job Description

EBA Engineering, Inc. (EBA) is looking for an experienced Resident Project Representative (RPR) to join our team for capital improvement projects at the Potomac Water Filtration Plant (WFP). This position will provide full-time, on-site construction observation, documentation, and coordination for the construction, renovation, rehabilitation, and upgrade of facilities and infrastructure at the plant. The ideal candidate will bring extensive construction inspection or management experience, a strong understanding of building and facility systems, and the ability to coordinate effectively with contractors, designers, inspectors, operations personnel, and project stakeholders.YOUR RESPONSIBILITIES:As a Resident Project Representative, your responsibilities will encompass:Providing full-time field representation during construction activities at the Potomac WFPMonitoring construction progress and contractor compliance with contract drawings, specifications, approved submittals, permits, and applicable industry standardsObserving construction and installation of architectural, structural, building envelope, mechanical, electrical, plumbing, HVAC, fire protection, and related building systemsMonitoring structural steel, reinforced concrete, masonry, miscellaneous metals, roofing, waterproofing, exterior cladding, interior finishes, and building renovationsObserving electrical power distribution, emergency power and generator systems, building automation and controls, and water treatment facility support systemsMonitoring the integration of new building systems and equipment with existing operating plant facilitiesIdentifying and documenting deficiencies, nonconforming work, quality concerns, potential contract issues, and differing site conditionsCoordinating with inspectors and project staff regarding corrective actions and resolution of field issuesParticipating in inspections, commissioning activities, equipment startup, performance testing, and facility turnover activitiesVerifying proper storage, handling, and installation of construction materials and equipmentReviewing contractor submittals for completeness prior to design reviewCoordinating and documenting Requests for Information (RFIs), field orders, change orders, and contract modificationsTracking project issues, potential claims, differing site conditions, and schedule impactsReviewing contractor payment applications and providing recommendations regarding completed workScheduling, organizing, facilitating, and documenting construction progress meetingsCoordinating with contractors, designers, plant operations personnel, regulatory agencies, WSSC representatives, and other project stakeholdersPreparing meeting agendas, meeting minutes, action item logs, and follow-up documentationMaintaining project records within applicable project management systems, including e-BuilderPreparing detailed daily construction reports documenting work performed, contractor staffing, equipment, site conditions, testing activities, delays, disruptions, safety observations, and project progressMaintaining photographic documentation of construction progress, field conditions, and project milestonesMonitoring contractor schedule compliance and communicating variances to the Project ManagerReviewing contractor schedules and schedule updates as requiredCoordinating construction activities with plant operations to minimize disruptions to active water treatment processesIdentifying potential conflicts between construction activities and facility operationsCommunicating observed safety concerns to appropriate WSSC and contractor personnelSupporting project closeout activities, including punch list development, testing documentation, turnover packages, and record drawingsMINIMUM QUALIFICATIONS:To excel in this role, candidates must possess the following qualifications and abilities:5+ years of construction inspection experience, preferably involving roadway, transportation, or heavy civil infrastructure constructionBachelor's degree in construction management, civil engineering, architectural engineering, mechanical engineering, electrical engineering, or a related field; an equivalent combination of education and relevant experience may be considered10+ years of construction inspection, construction management, owner representation, resident engineering, or related construction experienceExperience supporting vertical construction, building rehabilitation, industrial facilities, or similar complex construction projectsExperience reviewing and interpreting construction drawings, specifications, submittals, RFIs, change orders, and other contract documentsKnowledge of commercial and industrial building construction practices and methodsUnderstanding of architectural, structural, mechanical, electrical, plumbing, HVAC, fire protection, and building envelope systemsAbility to identify and document construction deficiencies, nonconforming work, field conditions, and potential contract issuesExperience preparing detailed construction reports, meeting documentation, photographic records, and other project documentationStrong written and verbal communication skillsStrong organizational, record-keeping, and stakeholder coordination abilitiesAbility to work independently in an active construction environment while coordinating effectively with contractors and project personnelProficiency with Microsoft Office and electronic construction management platformsAbility to obtain and maintain required WSSC security clearances and site access credentialsAbility to perform frequent site walks, inspections, and construction monitoring activities within active treatment plant and construction environmentsAbility to lift up to 50 poundsAbility to walk over rough and uneven terrain and, on occasion, stand for up to 12 hours per dayAbility to perform physical tasks associated with field inspection activities, including bending, stooping, kneeling, twisting, grasping, reaching, raising hands above the head, sitting, climbing, and balancingAbility to work outdoors in various weather conditions and on varying terrainPREFERRED QUALIFICATIONS:Previous construction inspection, construction management, or resident engineering experience on water or wastewater treatment facility projectsExperience working within active industrial, utility, process, or occupied facilitiesKnowledge of water treatment plant operations and facility constraintsExperience with building envelope systems, structural construction, architectural renovations, HVAC systems, electrical distribution systems, plumbing, and fire protection systemsExperience with building commissioning, equipment startup, performance testing, and facility turnoverExperience reviewing contractor schedules using Primavera P6Experience using e-Builder or similar project management softwareProfessional Engineer (PE), Certified Construction Manager (CCM), Construction Quality Management (CQM), ICC certification, or other relevant professional certificationsIf you meet these criteria and are ready to embark on an exciting opportunity, we encourage you to apply and be part of our team!BENEFITS:We offer a range of benefits to help you thrive in your career, including a competitive salary and comprehensive compensation package;
