Job Summary
Reporting directly to the assigned Manager of Residential Valuations, the Residential Group Leader V is responsible for reviewing, analyzing and processing appeals, re-reviews and Certificates of Error to the valuation of residential properties in Cook County. The Residential Group Leader verifies the accuracy of the Residential Analysts' work for both the initial and appeal valuation processes. In addition, the Residential Group Leader is responsible for training new Residential Analysts in the department and solves work performance problems before management intervention becomes necessary. The Residential Group Leader performs all duties in a uniform and timely manner in order to meet the assessment deadlines of the Cook County Assessor's Office (CCAO). The Residential Group Leader maintains good customer service.
Essential Job Duties
Reviews, analyzes and processes appeals, re-reviews and applications for Certificates of Error pertaining to the valuation of residential properties filed by or on behalf of property owners.
Enters questionnaire data and field data into CCAO's automated systems to generate a value for each Property Index Number (PIN).
Uses CCAO systems and databases, mass appraisal systems, the internet, and other techniques to make assessment decisions.
Makes complex analytical decisions and ensures that residential property in Cook County is fairly and uniformly assessed, applying appropriate rules, regulations, policies and other guidelines.
Distributes residential appeals and applications for Certificate of Error to Residential Junior Analysts for processing and reports to the Manager of Residential Valuations on the distribution and completion of work.
Monitors the productivity of Residential Junior Analysts, effectively communicating job duties and responsibilities to analysts, and ensures designated assessment cycle deadlines are met.
Conducts desk review and first pass tasks, as assigned.
Works on complex appeals with minimal supervision.
Reviews and adjusts the modeled values of residential properties.
Analyzes and values permits for additions, renovations, and demotion.
Analyzes the value of prior omitted assessments.
Reviews condo appeals as needed to assist the condo group.
Uses discretion in carrying out assignments and in effectively completing tasks and resolving any problems in accordance with CCAO's policies and guidelines.
Trains and effectively communicates job duties and responsibilities to new analysts.
Performs other duties and assignments, as required, to achieve the overall goals of the Valuations Department.
Communicates any issues to the Manager of Residential Valuations as appropriate.
May be required to work extended hours and overtime as needed.
