    Position Summary

    Alhassan Homes and Services is seeking an experienced and mission-driven SCL Waiver Program Director to oversee the planning, administration, compliance, and day-to-day operations of our Supports for Community Living (SCL) Waiver program.


    The Program Director will provide strategic and operational leadership to ensure individuals receiving waiver services experience high-quality, person-centered supports that promote independence, community inclusion, health, safety, and quality of life. This position will supervise program staff, coordinate with individuals and their support teams, monitor service delivery, maintain regulatory compliance, and develop strong relationships with families, providers, state agencies, and community partners.

    The ideal candidate will have strong knowledge of Medicaid waiver programs, intellectual and developmental disability services, person-centered planning, regulatory compliance, and quality assurance.


    Essential Responsibilities

    Program Leadership & Operations

    • Direct the overall operation and administration of the SCL Waiver program.
    • Establish and maintain effective systems for service delivery, documentation, communication, and program oversight.
    • Ensure services are delivered in accordance with individual needs, person-centered plans, organizational policies, and applicable state and federal requirements.
    • Monitor program performance, identify operational challenges, and implement corrective and continuous-improvement strategies.
    • Develop and maintain effective relationships with individuals receiving services, families, guardians, staff, providers, and community partners.

    Compliance & Quality Assurance

    • Maintain compliance with Medicaid, SCL Waiver, state regulatory, licensing, accreditation, and organizational requirements.
    • Monitor documentation, service authorizations, billing practices, incident reporting, staff qualifications, and other compliance requirements.
    • Prepare for and coordinate state, Medicaid, licensing, accreditation, and other program reviews or audits.
    • Develop and monitor corrective action plans when deficiencies are identified.
    • Track quality indicators and implement initiatives to improve health, safety, outcomes, and satisfaction.
    • Ensure timely reporting and follow-up of critical incidents, complaints, grievances, and other required notifications.

    Person-Centered Service Delivery

    • Promote a culture centered on individual choice, dignity, self-determination, independence, and community participation.
    • Ensure services and supports are aligned with each individual's person-centered plan.
    • Collaborate with case managers, service providers, families, guardians, medical professionals, and other members of the individual's support team.
    • Address barriers to service delivery and advocate for appropriate resources and supports.

    Staff Supervision & Development

    • Recruit, train, supervise, and evaluate program staff.
    • Establish clear performance expectations and provide ongoing coaching and professional development.
    • Ensure staff maintain required credentials, training, certifications, background checks, and other qualifications.
    • Promote teamwork, accountability, professionalism, and retention.
    • Address performance concerns promptly and consistently.

    Financial & Administrative Oversight

    • Assist with program budgeting, forecasting, and financial monitoring.
    • Monitor service utilization, staffing levels, authorizations, and program expenditures.
    • Ensure accurate and timely documentation necessary for billing and reimbursement.
    • Review operational data and reports to support informed decision-making.

    Qualifications

    Required:

    • Bachelor's degree in human services, social work, psychology, healthcare administration, business administration, or a related field; equivalent relevant experience may be considered.
    • 1 year or more of experience working with individuals with intellectual/developmental disabilities and/or Medicaid waiver programs.
    • Demonstrated supervisory or program-management experience.
    • Knowledge of person-centered planning and community-based services.
    • Strong understanding of regulatory compliance, documentation, and quality assurance.
    • Excellent written, verbal, organizational, and interpersonal communication skills.
    • Ability to manage multiple priorities and respond effectively to time-sensitive situations.
    • Valid driver's license and reliable transportation, if required by the position.

    Preferred:

    • Master's degree in a related field.
    • Experience specifically managing an SCL or comparable Medicaid HCBS waiver program.
    • Experience with state Medicaid audits, licensing surveys, or accreditation reviews.
    • Knowledge of electronic health records, case-management systems, and Medicaid billing systems.
    • Relevant professional licensure or certification.
