Position Information
New Hanover County is looking for a full-time Residential Real Property Appraiser to join the Tax Department to maintain, list, and appraise property accurately and impartially in accordance with applicable state laws for tax assessment purposes. An employee in this class performs appraisal work in determining the value of primarily residential properties for tax purposes in the county.
Essential duties include:
Under general supervision, employees update & maintain property data records of residential & less complicated commercial properties for tax assessment purposes. Work involves but is not limited to:
Knowledge, Skills, and Abilities
Knowledge of Standards of Appraisal and Assessment under NC Machinery Act; geographic and socio-economic layout of the county; current construction costs including building materials and supplies; principles, practices and techniques used in real property appraisal; County policies and procedures.
Skilled in reading maps; estimating property and construction values using established guidelines; using a computer and related software applications; preparing and making presentations; communication, interpersonal skills as applied to interaction with coworkers, supervisor, the general public, etc. sufficient to exchange or convey information and to receive work direction.

Hours:
8:00 AM - 5:00 PM, Monday - Friday.
Must be available to report for emergency work assignment during emergency situations.

Salary Information:
The target hiring range for this position is $48,678 to $65,625. The full salary range for an incumbent hired into this position is $48,678 to $87,572. Starting salary will be based on qualifications, relevant experience, internal equity, and budget. Candidates with exceptional qualifications and experience may be considered for a starting salary above the target hiring range, but not to exceed the maximum of the salary range.
Qualifications
Minimum Qualifications:
High School diploma or equivalent and one (1) year of real property appraiser experience; or certification from the North Carolina Department of Revenue Level I Real Property Appraiser or an equivalent combination of training and experience sufficient to successfully perform the essential duties of the classification such as those listed above.
Applicants who do not meet the minimum may be considered at a trainee rate until they have completed the requirements for North Carolina Department of Revenue Appraiser Level I.

The work is light and requires exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force to move objects. Additionally, the following physical abilities are required: balancing, climbing, feeling, grasping, manual dexterity, mental acuity, reaching, speaking, standing, stooping, talking, visual acuity, and walking.
The work is performed in an office setting or meeting area with typical levels of noise and disruptions. The work is also performed outside where the employee may be exposed to varying temperature and/or weather conditions.
